There's now a GNU program called "parted" that does these kinds of
games. From the manpage it looks like it can most things Partition
Magic can do. It's command line though.

Hmm... I'd say currently paritioning is an almost-standard part of
installing Linux, while it's no part of installing Windows usually. It
stinks, but it is...
