there is a sudo package, which allows you to perform predefined, root only
actions.

Writing a daemon is dangerous, since you will have to give some way to 
process-daemon
communications, and in that way, (since that channel should be opened 
for any process which
has to do those predefined actions) it is quite possible to forge the 
daemon to give you a root privs...
