You are not, by any chance, trying to start apache from
inetd, or have changed changing ServerType to inetd?
If you are, then the best course of action would be to find a
wall and smash your head against it (repeatedly). Then, if you
are still able to see, man httpd.conf
Tried pinging your own hostname?
In any case, running Apache from inetd is a serious grievance,
even more than running other daemons from it, as Apache won't
pre-fork when run from inetd.
