Not really. fdisk/cfdisk destroy filesystem information on partitions
while they change partition dimesions. However, there is a Windows
utility, called "Partition Magic", that does know how to resize partitions
_and_ preserve iformation on it. However, best way to do such an operation
is, IMO, backup -> reinstall -> restore.

First, refer to "Large Disk" mini-HOWTO, "Hard Disk Upgrade" mini-HOWTO
and to "Linux Filesystem standard". My opinnions remain my opinions, take
it as is, without any warranty on my words. Also, I may be wrong. Rule of
thumb say to listen to everyone, but to make own decision.
My partitioning is:
vroom:~# df

but it seems that it will not fit into your needs. According to those, I
think that following scheme will be ok:
/ - a small (<30 MB) _primary_ partition
/win partition, _primary_, of course
/home partition, primary. You"ll want to keep it primary just to be a bit
safer. It size should be around 250 MBs.
An extended partition, wich will hold:
swap - put it at the very end of disk.
/usr - 250 MB will do, if you are not willing to install junk.
/var - 30 Mb.
/usr/local should be linked to /home/usr.local Reason is: When you will do
your harddisk upgrade, there will be _one_ place to preserve (hm, there
will be /etc files, /usr/etc files, /usr/X11R6/lib/X11/XF86Config file ..
in any case. Just one partition to care, that is)
Beforementioned junk includes:
KDE in addition to GNOME or vice versa
25 different mail readers - you will need just one.
Netscape Communicator (IMHO)
Xemacs (IMHO)
It can be tricky to install all you need into 250 MB, decisions can be
hard. (Once I used to run a Debian system on 140 MB, now I ru Debian on
6.5 Gb. I use just the same things: plainn wm, no GNOME, no KDE, Apache
web server, Netscape Navigator (well, now it is Mozilla M13), scheme
environment and Emacs. This is to illustrate the Software Murphy Law: when
you have more disk space, you will save more junk. In any case
productivity percentage will go zero).
