I told you to try one thing, you try another and tell me it doesn't
work -- DUH! Again, try setting the environment variable "ftp_proxy"
to "http://proxy.israserv.net.il:8080/". Highlights: *environment
variable* (and not an apt.conf directive; you can't set this via
apt.conf, as explicitly stated in the man page -- you're welcome to
check if you don't believe me), *http://* in the beginning and not
ftp:// (because you're using the HTTP protocol for accessing the
proxy).
