Right now the new-maintainer queue is closed so you can't apply to
become a developer. What's usually done in your case is get a
developer who would proxy you and upload the package for you. There's
a page on the Debian site that lists developers who agreed to work as
proxies for new developers (called "mentors" AFAIR), but alas I don't
remember where it is.
