Essential files are missing from the local debian mirror?



Am I right that some essential files like Packages are missing from 
ftp://ftp.linux.org.il/pub/distributions/debian/? Is it because the mirror is 
under construction?
I believe that tools like apt can not do their work without them.

ftp> ls pub/distributions/debian/dists/dists/woody/main/binary-i386/Pacakges

For comparison, on ftp.debian.org,
