As others have mentioned you probably downloaded the file incorrectly.

Anyway, which licq package were you using?
The official redhat package can be found in redhat's powertools. For
instance:
ftp://ftp.redhat.com/pub/redhat/powertools/6.0/i386/
(which has licq 0.61)

I believe that you would be able to install 0.70f on a red-hat 6.0 machine
without a need to upgrade libstdc++ or qt.

To have an idea of the availble packages have a look at:

Speaking of licq: has anybody been able to use hebrew fonts with licq
0.71 and above (or maybe the problem is with licq that is built with qt
2.0)?
