Other options that you can look at are:
1) sudo and I believe there is a similar command with another name. With sudo 
you can, but not must, specify the exact command the user will issue. So you 
can only give him shutdown -r but not shutdown -h, for example.

2) shutdown -a
Although I am not sure shutdown -a is applicable in your case you might want 
to verify that.

       -a     Use /etc/shutdown.allow.

Then perhaps you must install the pam rpm?

I doubt it since this probably means that you do not have pam installed, or 
that there is a file with a similar functionality but another name.
