this 38400 sounds like it could be a problem. you can set the speed in
/etc/ppp/options (man pppd to see exactly what to write there). however,
it sounds like the program you use to launch pppd might be setting these
option. for this, you need to see how pptp works and how it was
configured. read pptp's man page for info about this, or otherwise, run
pptp using 'strace' and find which config file it is trying to open for
reading.
