GNOME panel and settings

Question #1

I've got a strange problem in GNOME. For no apparent reason that I can see, the
panel at the bottom of the screen no longer works. WHat I mean is that if I
minimize an application, instead of going to the panel, it disappears. The app
is still working because I can see it if I check what proccess are running, but
it's not on the panel and I can't bring it back to the desktop. So, my only
solution has to be to kill the process and run the application again.

Any ideas ??? TIA

Question #2

I've been a bad boy !!!! Ever since I've been running LINUX on my home machine,,
I've used the ROOT account - including runung X and GNOME..... Yeh, I know
that's bad ..... no sermons please :-)
So now I want to finally set up a proper account .... mainly for downloading
e-mail, etc. Adding a user is not a problem, but I would like an easy way (if
one exists) to copy ALL my settings (X and GNOME) from root to my new
account since over time I've spent time customizing everything (wallpaper,
e-mail settings, theme, etc) and I just don't have the time to start over.

So ... is there an easy way ???? TIA
