I think Qmail does some really funky stuff with UID changes. you may
want to try to remove those users from the password file altogether and
run them as virtual users (qmail and qmail-popper support that) or let
them change their .qmail files only through some CGI that rejects
submitions containing "|".

neither is a satisfying solution, but the only other solution is to hack
into the Qmail source, AFAIK....
