PDF supports embedding fonts in the documents
However - I still haven't managed to tell xpdf to use those fonts (or use
my own X fonts for hebrew).

For part of them - adobe acrobat. For others - Adobe's Create PDF Online:

Note that you can always print the file to postscript (on linux/unix - no
problem. On windows - use a postscript printer driver and print to
FILE) and then use ghostscript to convert it to pdf (i.e. - using ps2pdf,
or print to "pdfwrite" on ghostview/win32).
