if you'll look at the whole process of opening the communications market
in israel for competetion, you'll see that it's not just governmental
beurocracy. a lot of interest are involved in this process (e.g. employees
of current communications companies, owners of such companies + their
money, requirements of the users, the law...). 

what the government is trying to do here is to avoid the mistakes it made
previously (with cable t.v.'s monopoly, channel 2's monopoly, etc.). the
problem is mostly due to the tieing-up of several services together (i.e.
t.v. broadcasts, internet services, wideband networking, etc).

granted, everyone here wants to be "just like the USA" in this aspect. you
only forget that even in the USA, the de-regulation process took a lot of
years (and is still not realy done with - many folks in the USA have no
access to cable internet services or to *DSL services).

if you want to blame he current situation on something - blame it on
mapa"i, blame it on a young country that until a while ago hardly had
enough users to support healthy competetion. what i'd suggest to you now
is two-fold - patient, and complaints where it's relevant (i.e.
complaining to linux-il readers won't do any good. try sending a letter to
your government representatives).

i am actually quite glad that the ministry of finance demands that the
cable companies pay something for all the wealth they're earning from
their monopoly. are we realy looking for a country where a fwe people make
a fortune, while people who're unlucky to leave in smaller towns not
getting any services, even thought those companies were bound to give them
services, as written in their contracts?
