I am understanding "signing" as registration. Then, quoting Chen:

/startqoution if you intend to come to the meeting: it's
FREE and open for all, lectures are intended for ages 0x04 to 0x7F. only
please send a short note to linux-rsvp@ira.scso.com and tell us how many
people are coming so we can arrange a bigger room if needed. /endqoution

Nobody will say anything if you will come without registration. However, as 
you can imagine, the registration help to organize the meeting.
