This problem seems to be fixed by now. However I believe there is another one.
Essential files like Packages seems to be missing.
ftp> ls mirrors/distro/debian/dists/woody/main/binary-i386/Packages
227 Entering Passive Mode (192,116,202,69,4,142).
150 Opening ASCII mode data connection for file list
226 Transfer complete.

For comparison, on ftp.debian.org,
ftp> ls debian/dists/woody/main/binary-i386/Packages
227 Entering Passive Mode (207,69,194,216,4,114).
150 Opening ASCII mode data connection for file list
-rw-rw-r-- 1 ftp ftp 3108865 Feb 19 20:11
debian/dists/woody/main/binary-i386/Packages
226 Transfer complete.
