Actually "medium security" gives more resonable defaults. I would start
with that one.

/etc/rc.d/init.d/httpd status

(or stat, or stop) No real need to reboot.

I find the use of the command-line chkconfig more useful.
The names of services are names of scripts in /etc/rc.d/init.d/

if, say, httpd isn't running then first run:
chkconfig --list httpd

If it is "on" in runlevel 3 (you didn't choose runlevel 5, did you?), then
try "/et/rc.d/init.d/httpd status" to see if it is running. If it doesn't
run - start it ("/etc/rc.d/init.d/httpd start"), and if it shows "ok"  -
all's well.
