Hebrew support is not done by gnome or kde. This is done by X . kde's
kikbd is simply an interface to the appropriate X functions.
Gnome comes with a gkb applet, that is an interface to either xkb or
xmodmap. But you can use any other program that you find useful. For
instance - for WindowMaker - there is a nice wm applet called wmkeyboard.
And you can use even kikbd (although you can't dock it in the gnome
panel).
