Modified Unix Timezone Files for Israel (2000-2004)

The Knesset has passed a special law changing the end date of Daylight Savings
Time for the year 2000, altering the previous start/end dates for 2001-2002
and setting new dates for 2003-2004. The special law was a joint proposal
by Shas (MK Azulai) and Shinui (MK Poraz).

Please note that now the start/end takes place at 1 a.m. old time and not
2 a.m. old time (i.e. 1 a.m. IST => 2 a.m. IDT and 1 a.m. IDT => midnight IST).

Here are the new dates:

        Year    Start       End
        ----    -----       ---
        2000     ---        Oct.  6
        2001    Apr.  9     Sep. 24
        2002    Mar. 29     Oct.  7
        2003    Mar. 28     Oct.  3
        2004    Apr.  7     Sep. 22

The general idea is that DST end three nights before Yom Kippur (except in
2002) and start the night after the Pesach Seder (except in 2003).
