According to an official Bezeq document dated 2000/11/16, the upstream
is limited to 64Kbps in all types of ADSL services they intend to offer.
The FAQ at http://www.bezeq.co.il/heb/services/faq.html#3 says upgrading
will be possible.
For now, an ISDN line using both 64Kbps channels, under the "xofshi
xodshi" plan (100NIS/month for unlimited time dialup on *both*
channels), will be twice as fast at a comparable price.
