Once upon a time, hard disks were small and memory was precious.
Therefore sensible people had to perform the equivalent of garbage
collection once in a while.  They had to scan their hard disks to locate
no-longer-needed files and delete them.
PCs also could speak with at most two hard disks.

Nowadays, multi-GB hard disks are dirt cheap.  Modetrn PCs have the IDE
controller resources to speak with four IDE devices (hard disks and CD-ROM
devices).

Therefore, unless one has Too Much Time on His Hands (TM), there is no
justification to regularly purge hard disks anymore.
Your previous HD got filled?  Buy another one!
