So apply standard debugging techniques:
man syslogd shows that there is a -d switch for debug.
See what parameters are used in the init.d script. In my machine it is:
daemon syslogd -m 0
daemon is a function used in redhat's init.d scripts, and is basically a
wrapper for running the command after it.
so try running:
syslogd -m 0
or maybe:
syslog -m 0 -d
and see if you get some more information.
