Yes, The ISP I've used to work with in the states (SoftAware Inc.) have
a in house battery array for the entire complex that holds about 8
hours, after that they have a generator on a semitrailer come in and
hook into the building electric system ;-)
I saw them do it once because of the local electricity company did some
work in the area and it's damn impressive...

It's very close to 99.9%, but not 100%. They do do some maintenance work
from time to time that drops connections for a a couple of minutes but
it's really not noticeable. (and they announce those a week in advance
too). The only real down time happens when some major uplink (e.g.
UUNet) goes down and the extra traffic jams half the Internet.

This is very sadly true and I think a big part of it is because we
Israelis are really bad consumers and accept blindly things that an
American consumer would have never suffer, but maybe I'm only bitter
because I've been waiting a week now for NetVision to get off their arse
and connect the frame relay here after Nezek done their bit... :-(
