Linux indeed is better. However, they ment better = winxx where xx > 95
..
You should have a win95/98/nt ready for the technician to install. Better
to have the ethernet card installed also, so he doesn't have to install
anything (and crash your system ...).
Bezeq technician will have no idea whatsoever about Linux, and probavly
will not be able to give you any useful info about how to start.
Anyway, stay calm and i will write  a HOWTO-BEZEQ-ADSL tomorow (bli neder
..)

Fore Haifa, the Ahuza, Golda, Vardia , Almogi regions may connect. hurry

Target prices are 100 NIS monthly to bezeq (64 Kbs uplink ...). One ISP
talked about 50 $ monthly (with option to limit usage capacity).
