I don't know ncftpd too well, but there is probably (but not surely) a
script for running ncftpd from /etc/rc.d/rc3.d directory.. you should put
him in /etc/rc.d and make a symbolic link (ln -s ) to it from
/etc/rc.d/rc3.d , named 'S??ncftpd' while the ?? is the queue number for
it to be run, watch the other files in that dir.

Anyway.. there's another way if there's no such a script there or if you
prefer this one: like u did, in rc.local. As you say, it makes your
machine 'stuck', because it runs the proccess but doesn't put it at
background. so just add a '&' at the end of the line, like:
/usr/local/sbin/ncftpd-start&

and it'll put that script/binary to background.
