Look for idler on the net.

You need a restricted shell. Look for rbash maybe. You also may use
permissions in order to restrict what the user can or cannot do. At the
very least, he'll need to be able to run the window manager.

That is configurable within Lilo, try reading lilo docs.

That is easily done with user quota.
