It's written in the GPL itself. It says that you must accompany the
binaries with either the source or a written offer to obtain the
source somewhere (on some public site or from you on media). That
means that 1 and 2 above are valid and 3 is not. Case 2 wouldn't do a
lot of good since you have to answer when someone asks you for the
code, so it would be revealed soon.
