I'm not so sure.

But something to check about this:
was /usr/X11R6/lib/X11/xkb/symbols/il fixed?
try to see if it has the following:
(right)
    key <AC11> {        [ apostrophe,   quotedbl        ],
(wrong)
    key <AD11> {        [ apostrophe,   quotedbl        ],

I also suspect that this keyboard layout will fail to work with netscape,
and that the one that works with netscape will not work with kedit, gedit
and some other apps (but got no confirmation/deny from ivrix-discuss
members).

Basically - if you install it and select a "Israeli" keyboard -
R_alt+letter (or maybe r_win+letter) should give the appropriate hebrew
letter, both on X and on the console.
