It makes sense, but it's not right in practice.

Sometimes, so many packgaes of Linux have major upgrades almost
together, and then may pas a year or two without so many changes.

It happened before RH6.0 was released, and RH6 actually included
all of these new and exciting packages, and it is happending now
again, unfortunately too late for RH6.2.

Regarding the versioning and numbering: The name "6.2" dosn't mean
that it SHOULD NOT include exciting changes, but the opposite: The
fact that there are no exciting changes, caused RedHat to call it
only "6.2" and not "7.0". Imagine that the development of the kernel,
GNOME, Mozilla, BIND, PostgreSQL, XFree86, etc., was faster a little,
and that all of them were ready on the end of February, then this
version would include them, and would be called "7.0", although there
was no "6.2". There is no law or rule which dictates that each major
RedHat must have three (.0, .1, .2) minor versions.

P.S.  If 7.0 will be released after September, it will include RSA,
because the 17 years of the patent are over...
