Only KDE 1.x got a window manager with it. KDE 2.x afaik and GNOME 1.x
and higher don't got a window manager.
The companies that distribute the enviroment decide which window manager
is going in. RedHat chose Enlightenment, since it was the first window
manager to fully support teh gnome window hints, because The Rasterman
(the guy that wrote Enlightenment) heppens to be the same guy that wrote
the window hints. (Which sux - take a look at
gnome_win_hints_set_workspace() - but thats not relevent). In any case,
HelixGNOME for example, ship Sawmill as their default. KDE 2.x got KWin
as default, but can use KWM (The KDE 1.x Window Manager) as well. As
well as Enlightenment, speaking of which, E is becoming a desktop
enviroment of its own.
