At least in my installation, you would need only:

    short preserve case = yes
    preserve case = yes

I would also suggest that you check which filesystem you have on your
Windows machine - maybe it is FAT or something as brain-damaged.

There is no IGLU cabal.  There is no CABAL (that's uppercase for you) of
anything anywhere.
