It isn't a part of GNOME's functionality. Sure, to enjoy GNOME to its full
effect you better run a GNOME compliant WM -- Enlightment, IceWM,
WindowMaker, scwm and some others are all GNOME compliant. KDE comes with
a default window-manager, but again, you can substitute any KDE compliant
window manager.

GNOME is no more about window management, then the GNU project is about
a kernel.
