Not true. You can make scheme which forces every user to change their
password on first login. Now you need a thing that will authenticate user
with both new and old password schemes. I suppose it's possible to do with
PAM and/or a little programming. This way, old passwords will be phased
out. That's not too much fun, but changing such a bsaic things like
password scheme is never too much fun.
