Use "Israeli". The phonetic is a keyboard layout that (as far aas I
know) is not in use anywhere, but somehow managed to become the
"standard" hebrew keyboard layout...
The "Israeli" layout:

The "Israeli (phonetic)" layout

Can anyone check if there an Israeli (or Hebrew) xkb layout? If there
is: it should be availble through XF86Setup .
BTW: anyone wants to work on a Hebrew translation?
