Bad implementations abound. From the name similarities I choose to
understand that the same team implemented both - I am not familiar
with the projects, so I am assuming here (I'll take a look later, as time
permits). I can point a handfull of projects where Perl was sucessfully
used as a suporting language (gimp and xchat come to mind) but that
would be academic at most.

I can see that as a valid opinion. I suppose you'll agree that the whole
discussion is still academic, since most probably a programmer would
choose the language based on what she/he/it needs to implement.
