RedHat's configuration tools and Kudzu do their
best to match the PCI device IDs to proper modules
and add them to conf.modules. With ISA, it doesn't
(mostly can't) setup anything yet automatically.

Anyway, just write up some module and no tool would
know what device file (major/minor numbers, char/block)
it matches. You cannot automatize that.
