Problems with raising a CVS Server

Hi!

I want to run a CVS server on my computer, which is Linux Mandrake 8.0
running on a PIII. So far I managed to do a "cvs login" but whenever I run
the command :

cvs import -m 'First CVS Release!' ip-noise ip-noise start

I get the following messages:

I ip-noise/ip-noise/perl/arbitrary_delay/IP-Noise-Engine-perl/README.orig
I ip-noise/ip-noise/site/wml/Makefile~
I ip-noise/ip-noise/site/wml/docs/index.html.wml~
cvs server: cannot make path to /var/cvs/ip-noise: Permission denied
cvs server: Importing /var/cvs/ip-noise/ip-noise
cvs server: ERROR: cannot mkdir /var/cvs/ip-noise/ip-noise -- not added:
No such file or directory

No conflicts created by this import

What should I make of them and what is wrong. Here is my
/etc/cvs/cvs.conf:

#!/bin/bash
# -*- shell-script -*-
#
# Configuration file for the Mandrake CVS-related scripts
#

# Locations of CVS repositories you want to export via pserver
CVS_REPOS="/var/cvs"

# cvs.conf ends here

And here is my /etc/xinetd.d/cvs file:

# CVS configuration for xinetd don't forget to specify your CVSROOT in
#  /etc/cvs/cvs.conf.

service cvspserver
{
        disable             = no
        socket_type         = stream
        protocol            = tcp
        wait                = no
        user                = root
        server              = /usr/sbin/cvspserver
}

What should I do to get everything up and running?
