No. They don't "offer" you to buy it, they provide it for free... you can
download it from their website.

Yes. their dialer just setups/starts dial-up networking and connects the
modem using VPN. You can setup it yourself under windows, or linux. For
linux, see the ADSL howto at http://www.pointer.co.il/~mulix/.
