Assuming the kernel you run was configured by you, and not that it's the
default kernel coming with the OS, then:

cd /usr/src/linux-2.4.5

either use:

make config
or
make menuconfig
or
make xconfig

Don't touch anything (in the line-by-line version, aka make config, just
press enter on all questions and it will use what was currently defined).

Change only what you need.

If this kernel was not compiled by you, I'd suggest compiling the ipchains
module. This you can do by enabling it in the config (see above), and then
doing make modules. Then you'll need to copy it from
/usr/src/linux-2.4.5/net/ipv4/netfilter/ipchains.o to
/lib/modules/2.4.5/kernel/net/ipv4/netfilter.

It might not let you insmod it though. Personally, I think going for
iptables is a better idea.
