This is a good point against this law, I agree. (as well as the fact that
probably nobody is enforcing it).

But doesn't operating a store require a lot of other registrations with
"Big Brother"? Doesn't it require you to register with Mas Hachnasa and
Maam? Isn't there a "Rasham Chavarot" (registrar of companies) which you
have to register in if you intend to have an Ltd. company? Aren't there laws
which force you to run your store (online or not) in a certain way, such
as displaying all prices in Shekels including VAT (except in certain
exceptional cases)? Physical stores even require to get a permit to operate
a business. Why is a registrar of databases so different?

I don't know what the law actually says, but maybe it applies only to
companies, not to individuals? Of course, if an individual would be spamming
you for profit, he might get nailed for not paying proper taxes, or whatever..
This is how they got Al Capone...
