Did you try searching a search engine?
I tried searching "expiremessages" in Altavista (let's not make Google
a monopoly, ok?), and found the person who originally announce this program,
in
http://www.exim.org/pipermail/exim-users/Week-of-Mon-20000703/019159.html

And his homepage: http://www.cs.huji.ac.il/~ephraim
Both links contain his email address and phone number, so you can contact
him directly.
