/dev/cdrom was OK
cdrom.o was there (yes, I had checked it before my OP)
modules.dep listed the dependency correctly
modprobe -a ide-cd had not worked (again, I had checked it).
The only way to fix the problem was to manually do
insmod cdrom
insmod ide-cd
as suggested by cgadsl6.
This allowed me to mount the updates CD, so I upgraded to 2.4.9-7,
and the problem went away.
It seems to me that the problem is a weird one, possibly related to
the obsolete hardware, since nobody ever reported it as a bug (AFAIK).
