I've installed ext3 on RedHat 6.1 and now on Debian unstable (if anyone
wants the patch in debian package format I made one).

Installation was easy, just patching the kernel and recompile, if you
say that RH has it built in the kernel than that part is done for you.

The next step is to format a new partition or make a new partition into
ext3 by issuing: tune2fs -j /dev/hdxy
where xy is the drive letter and the partition number.

You than need only remount the drive (after setting it to ext3 in
/etc/fstab) and voila you have a journaled fs, if you boot with a kernel
that has no ext3 support, ext3 looks the same as ext2.

It works flawlessly here and saved me time on some unscheduled reboots.
