Personally I think the notion of Outlook having strong rules is quite funny, having come to know procmail, but I understand what you want. The perfect Linux mailer for you is Evolution from Ximian (it's GPLed of course) which is such a good Outlook clone that you keep wondering why the viruses and worms don't work until you remember... ;-)

It's a full Outlook clone, not only the mailer but also calendar, contacts and everything else - (almost) fully compatible with Outlook from the Beast of Redmond, and if you liked Outlook mail rules you're going to love Evolution's addition - virtual folders, which let's you view folders according to filters you defined dynamically (sort of like create SQL "select" for those who knows what it is  on your folders on the fly).

Ximian are even going to sell a (proprietary) extension that connects it to a Exchange server, for you unfortunate corporate slave labor that are forced to work with it.

Don't know anything about Hebrew support, sorry. Personally I believe that until Hebrew support is as ubiquitous in all computing devices in the world as ASCII using Hebrew in emails is stupid, but then I'm a freak.
