I think he meant gric dialer style dialer, where for each country your are in your ISP can be reached using the local ISP because of the gricdialer company arrangement. his question is whether it exists in linux, and no, you can't do it with linux.

but i believe that you can emulate it at least prtially, if u can get the ISP number in the country you are in, because the roaming protocol for the pap authentication, works something like this:
dial local isp.
user@ISP
password
simple. for example:
dialing a local usa ISP number that participate in the roaming services.
tzahi123@netvision.net.il
password:secret

also, just to make sure, call your ISP in advance since they must enable your roaming and maybe they
could add or change the information above. good luck.

at&t bought ibm's dial up services, didn't it?
it it did, you dont need a dialer, pppd and chat do the work just fine.
