You may want to take a look at IIX performance graphs. The IIX connections
for the large ISPs are far from being fully utilized; the aggregate trunks rarely
go over 50%, and the CPU utilization is around 1% (yes, no typo).
Judging by these numbers, I would not say that "the IIX is slow"...
It could be that the ISPs backbones are affected by CR traffic.
