The real source of suckiness here is that paranoid sysadmin which
installed this system. This is like someone would put his guard dog that
bites everyone who passes on your front door "to protect you from bad
people coming". This is nothing the dog almost ate your grandma that came
to visit you - but you are "protected"!
So, the right course of action is to ask your recipient to demand from his
sysadmin to remove this "protection" and restore the mail service to
people.
