Sorry, I don't know of such a document. Almost all packages have been upgraded,
however, so if you want more than marketing-like short list of new features
like,
	* kernel 2.4!
        * Mozilla!
        * insecure services don't run by default!

Then you'll need to:

Why not do an "ls" on a Redhat 7.0 and 7.1 CD-ROMs (or ftp site, or whatever)
and see the version numbers? You can then go to each package's source, and see
(in a WHATSNEW or similar file) what it changed between the the two versions.
A lot of work, though...

One obviously huge change is that Redhat 7.1 uses kernel 2.4, while 7.0 used
2.2.

Redhat 7.0 had many services (telnet, sendmail, etc.) running by default.
Redhat 7.1 switched to xinetd (if I remember correctly, but maybe it happened
already in 7.0) and, if I remember correctly, made it so *no* service runs
by default. Also, sendmail, even if you do start it, listens only to local
connections, unless you specifically edit its configuration file.
Redhat 7.1 also allows you to define a simple firewall when installing the
system, choosing from one of several predefined choices.

So Redhat 7.1 is much safer in the hands of Total Nincompoops with an
Internet connection than Redhat 7.0 ever was.
Of course, if you do enable services on Redhat 7.1, you must make sure that
all packages are updated (since several security holes were found since its
release).
