Hmm... Is the compiled locale information from there architecture
dependent (and thus should reside under /lib) ir -independent (and thus
should remain under /share)?

What do you mean by "old and working"?

is there /usr/lib/locale/$LANG/LC_CTYPE ?
       /usr/share/locale/$LANG/LC_CTYPE ?

All current apps (except mozilla) use X's input handling. gtk, qt and
others should basically behave the same.
