No. ls is not important enough to have its own internal pager. No command is.
That's how the entire Unix thing works. Each utility does a small thing and
you combine them with a pipeline.

Excuse me? Ls's default *is* --color=never. From ls(1),
By default, color is not used to distinguish types of
files. That is equivalent to using --color=none.
You may have your own personal 'ls' alias, which forces it to use color,
but scripts shouldn't be using your own aliases (this is yet another reason
not to use tcsh, in case you were looking for another one...).
