not one centralized system, no.
most project have an 'announce' mailing list. sourceforge and freshmeat
allow you to register to get notifications on projects. your distibution
might have an automatic update procedure (debian, for example, unless
i'm mistaken).

join the linux-kernel mailing list. note, you'll get much more than you
