This really isn't the solution for winmodems - it has nothing to do with it.
nor does hardware configuration.
The problem with winmodems is that you need drivers for a propriety
communication protocol for use between the kernel and the hardware (the
little there is) on the modem card. since it is a propriety communication
protocol, you can only get the specs from the hardware company that makes
the chipsets for a particualr modem, and those companies will not publish
such specs for free (if at all).
the initinf project (which is quite old) is supposed to help you get the
correct init string which you can send to the modem _after_ you managed to
establish a character based communication channel with it, which you can use
with standard communication suits such as minicom or pppd.
I do not believe that getting the correct init string can make the
difference between a non-working modem and a good connection, but then
again - I've never had to bother with active ISDN network adapters.
