Yes, but it is an Xkb front-end. Does it allow you to remap keys yourself
and save your own personal map? I don't believe it even tries to get into
this mess.

You should save it as /usr/X11R6/lib/X11/xkb/symbols/il
(assuming X is under /usr/X11R6)
> setxkbmap -compat "group_led" -symbols

If you have XFree 4 then you can use:
setxkbmap -options grp:switch,grp:shift_toggle,grp_led:scroll il
You can also later switch between differnt layouts (e.g: 'setxkbmap ru')
without losing all the -options , as they are saved as an X property of
the root window.
