What do you mean by `the web-mirror'? The list archive? It is in 
www.mail-archive.com/linux-il@cs.huji.ac.il. A summary about linux-il and 
other linux related mailing lists in Israel discussion topics, 
subscribe/unsubscribe, archives and similar info is in 
http://www.linux.org.il/mailing-lists.
