The fact that a server does not answer pings does not mean that it is not
alive. That computer may simply ignoring those packets, or some firewall
along the way may be dropping them. Actually I don't remember that this
spesific server has even answered pings in the last two years.

You can try a more direct test. If the server was listening on a TCP port
then I would have suggested to use 'telnet fes-d001.icq.aol.com 4000' to
check the connection. But it seems that this is a UDP-based protocol, so
it is not that simple. Still, have you tried simply giving this address to
licq as the server name? It works for me...

The new one actially uses another protocol (AIM's protocol, I believe). It
is not exactly an ICQ server. But I believe that he licq lists (and their
archive) will be a better source in this case.
