standard practice when advertising disk sizes.
Now, 40,000,000,000 / 1024 / 1024 / 1024 = 37 GB
df -H /dev/hdb1 might give you a bit different sizes (since it
uses multiplies of 1000, not 1024).

39,078,081 * 1024 = 40 GB
(assuming GNU block size of 1024 bytes)
> df -h /dev/hdb1 gives me only 37G available - ( now it is 9.5G used + 25G

As others already said, some percentage of the disk went to
root-only usage.
