basically, you use:

 /usr/sbin/zdump -v -c 2002 Asia/Jerusalem

And see if the changing time of the DST is correct - in the two lines 
that correspond to 2001.

Just make sure, on RedHat derivatives, that the Asia/Jerusalem file 
is actually the same as /etc/localtime. The Asia/Jerusalem file is 
located normally on /usr/share/zoneinfo - at least on my Mandrake 
(where you can also use plain Israel instead - Asia/Jerusalem, 
Asia/Tel_Aviv and Israel are hard-linked, and /etc/localtime is a 
copy thereof).
