i've tried to do what you said:
it's Linux 2.4.9
and reserfs.
undercat# mount --verbose /tmp
mount: /dev/hda8 already mounted or /tmp busy
mount: according to mtab, /dev/hda8 is already mounted on /tmp
it is your particular kernel and/or filesystem and/or mount utility
that is failing....
