AFAIK all ISPs (in Israel) use pap. I know Barak does, and so BezeqInt,
and I think Netvision does to (I know they do with analogs and ISDN). so I
think saying - "Always use PAP" is safe enough

In my company we have an Alactel (Home rotuer something its called - the
one you can configure with your browser), and anything above 1452
doesn't work.
