i once upon a time volunteered to make such a list, based on list
members' experience. i received 3 replies, which i can forward to you or
sum up for you, as you'd wish.
the isps i have info about are Barak (from haim gelfenbeyn),
BezeqInt (from evgeny stambulchik) and actcom (me). I also have a little
bit of info from diego iastrubni on actcom, netvision and bezeqint.
