I agree that correct BiDi functions are more important than Hebrew
language menus and help files.
I'd like to see the BiDi functions implemented in a separate DLL, with
source code available. The BiDi algorithm may still be subject to
tinkering and tweaking in the future. We'd like to be able to modify the
DLL to follow suit.

For use in editing my own data - probably none (there are free (in the
sense of free beer) alternatives, either now or in the near future).

For development of custom vertical applications for sale to businesses -
probably around $100 per seat in the final customer's office.

Few important questions were left out of the description of the Hancom
Office:
1. Are the file formats being used standard ones?
2. Is there a free (in the sense of free speech) library, with open source
code, of functions for R/W access to those files from your own
   applications?
