Your chat script is obviously bad. I am not sure but you seem to be dialing a 2nd time after being already connected to your ISP? Could it be that you are using both a config file and a command line chat line? Are you absolutely sure that both 386 and 586 have exactly the same config files and activation lines? As far as I remember the PPP-HOWTO has a section on this. You can also try the chat manpage. I do not know the exact path on RH6.1 but with Debian I would look at /etc/chatscripts.
