Two issues:
1. What are the '3 maps around' ? I know about two.. What's the third ?
2. About a window maker dockapp, there's already wmkeyboard. The older
version had a 'bad' hebrew keymap (8 bit, as tzafrir says), which I've
already fixed. Unfortunatly the author didn't release a new version yet
(It has been a long time since then), so he puts the new map on his site,
although it doesn't really work well. I told him but he does nothing :).
I'll try to fix it and make a package with the hebrew support inside in the next days.
