If you run it from /etc/profilt then you should not use the --tty switch,
and set it only for the local console. However, I have no idea what
happens if this is run from X or from a remote terminal.

This is something you generally have to set up only once. There is no
point in setting it in /etc/profile . Also, if you set up a console after
X is up, and you switch to X and then back, you'll have to run
consolechars again.
