Well im currently sniffing in this material too.

And If I understood it well then each class can be associated with
interface.

Example:
tc filter add dev eth0 parent 20:0 protocol ip prio 100 u32 match ip src
192.168.0.1/24 flowid 20:100

Tip: you can control only your outgoing packets and not the incoming so too
limit the bandwidth of an user you need to put rules on both interfaces.

eth0 ( int ) - limit uploads
eth1 ( ext ) - limit downloads
