My Konsole (on KDE 2.2beta1) sets TERM=xterm itself.

Alternatively, you can create a little script to do this:
#!/bin/sh
export TERM=xterm
exec bash

and use 'konsole -e your_script'

Of course, replace bash with your prefered shell, and make the script
executable.
