Yes, ntp.technion.ac.il is an alias to tx:

$ ntpq ntp.technion.ac.il
ntpq> pe

So ntp.technion.ac.il uses several other lower-stratum sources - currently
it uses relay.huji.ac.il, which in turn uses ntp.ilan.net.il.  Another way
to see this:

$ ntptrace ntp.technion.ac.il
techunix.technion.ac.il: stratum 3, offset 0.000183, synch distance 0.05157
relay.huji.ac.il: stratum 2, offset -0.013758, synch distance 0.01120
ntp.ilan.net.il: stratum 1, offset -0.013423, synch distance 0.00000, refid 'GPS '

So ntp (tx) is a stratum 3 ntp server, eventually using a GPS reciever in
ILAN.
