No it's not..

If you have an RPC Level 2 DVD ROM drive - then whenever you use Linux or
Windows - it will lock itself totally after 5 times - unless you're very good at
assembly languages and micro-controllers - which by then you can download the
firmware - modify what you need and upload it to your DVD ROM again...

If you have an older DVD ROM then you can set your region with eith "dvdgenie"
program under Windows - or "regionset" program under Linux - those 2 programs
will let you change unlimited time the regional settings of your DVD ROM.

You might also check with google.com information about your DVD ROM technical
info - there are lots of patches for various DVD ROM's that will let you change
as much as you want your region - but if you use Windows - then you'll need to
change the registry keys also.

Oh, and if you want to play DVD's under Linux - you better use ALSA drivers and
Xine - on my AMD 800 it plays them full screen (no matter which resolution
thanks to XFree 4 XV's extension) without almost any frame drops...
