try adding the '-n' flag to the ping command, and ping to the IP address,
not host name. if pings suddenly work better - then your problem is
related to DNS setup - probably reverse lookup of the IP address on eth0:0
does not work properly.
if this isn't the case, i'd start sniffing the network to check how the
packets are sent to/from that second IP - in particular, how ARP works,
etc.
