What ISP is it?

You can ping the server's IP address or name?

How exactly "can't" you get emails and surf the net?
You don't know what programs to use, or the programs you use return
you an error message? If so, which error message?

Once you connect, do you have the proper DNS server addresses
in your '/etc/resolv.conf' file? (they should be retrieved
automaticaly with most ISPs, just like with Windows Dial-Up
Networking).
