Well, I have read your email and decided to do a test..

At the moment (saturday, 07:39AM) Netvision lines to outside Israel are 
almost dead - and I'm talking web sites like cnn.com, sun.com - gives me a 
speed of 261 BYTES per second - hmm, maybe I should look for 9,600 baud modem 
around here...

Anyway, I have tried to grab as test a full linux kernel  2.4.9 
(size==20.60MB) from ftp.iglu.org.il, so it's from Netvision to ActCom using 
the IIX.

The avrage speed was about ~150Kilo bytes per second. Remember - this is 
through IIX. Funny thing is that when I pulled Linux Mandrake 8.1 beta 3 
yesterday at 4 AM from Sweden, I got ~182 KBytes per second.

So, it could be that your ISP routing is not having a good route to use the 
IIX (check with traceroute), or that they have some serious bad connection 
that no one there gives a damn about...
