I don't know about redhat, but Mandrake are usually quite pedantic about
making sure RPM_OPT_FLAGS are used as optimization flags at build time.
And then all you have to do is set the approriate
%optflags
macro in your rpmmacros file (if it is not set automatically to a decent
value)
