actualy, it doesn't. from what i can see, it goes directly via the link
between actcom and 'kavei zahav' - the IIX addresses don't look like the
addresses you mentioned above. this link is also used by actcom's
customers for their international traffic. this line is supposed to be
mostly used in the inbound (from kavei zahav to actcom) direction, not the
other way around. and surely not on saterday's morning...
which goes to show that sometimes, using the shortest path isn't the
fastest way to get there ;)
btw, when i try to trace the route to the addresses you gave me, i do seem
to see that at least to one ofthem, i get via IIX (i am connected to
actcom):

there could be some asymetric routing here, or there was some routing
problem specific to the time when you ran traceroute.
