Debian has, in a package called 'scsitools', a command called
'scsi-spin' that is supposed to do that (haven't checked).
>From a brief look at the docs, it seems it is not a part of some
generally available package, but is Debian-specific. That might
have changed, though (the specific file is from 1998).
