Apache content negotation

Ok, I feel kinda stupid here, but I really can't figure this out.
I'm trying to use apache's language content negotiation. I have two files
index.html.en and index.html.he. In httpd.conf I have en with a higher
language priority than he. When I load the page, I get hebrew (correct),
but when my friends from chul load the page, they still get the hebrew page,
even though their browser obviously isnt hebrew capable.
What am I doing wrong? :)
I've tried index.html.he.iso8859-8 like they use in the example, and that
doesn't help either.
