Yes, ntp.technion.ac.il is an alias to tx:
$ ntpq ntp.technion.ac.il
ntpq> pe
remote refid st t when poll reach delay offset disp
==============================================================================
+132.68.52.89 relay.huji.ac.i 3 u 111 1024 377 1.27 -15.150 7.37
*relay.huji.ac.i ntp.ilan.net.il 2 u 908 1024 377 7.16 -13.086 1.39
techunix.techni 0.0.0.0 16 - - 1024 0 0.00 0.000 16000.0
aluf.technion.a 0.0.0.0 16 - - 1024 0 0.00 0.000 16000.0
+comnet1.technio relay.huji.ac.i 3 u 913 1024 376 0.92 5.415 5.00
So ntp.technion.ac.il uses several other lower-stratum sources - currently
it uses relay.huji.ac.il, which in turn uses ntp.ilan.net.il. Another way
to see this:
$ ntptrace ntp.technion.ac.il
techunix.technion.ac.il: stratum 3, offset 0.000183, synch distance 0.05157
relay.huji.ac.il: stratum 2, offset -0.013758, synch distance 0.01120
ntp.ilan.net.il: stratum 1, offset -0.013423, synch distance 0.00000, refid 'GPS '
So ntp (tx) is a stratum 3 ntp server, eventually using a GPS reciever in
ILAN.
