Could it be that you didn't compile RTNETLINK inside the kernel? up until
kernel 2.4.16 you need to compile it specifically.
With 2.4.17 you'll need to compile DEV_NETLINK as "yes". From the .config in
the /usr/src/linux:
CONFIG_NETLINK_DEV=y
Thats if I remember correctly.
