I don't know about konsole, but xterm uses standard X rules.
You wrote that your keyboard emits "hebrew_gimel". maybe the problem lyes
in your locale settings.
what is the output of 'locale' from an xterm? when you run an xterm, do
you get a message to the standard output regarding a problem with the
locale settings?
