downloading the linux kernel from somewhere, and while downloading those
21MBytes, when you ping the other end of your link, the RTT doesn't grow ?

  I have a 128k frame relay link at home, and a Cisco 2514 router. I think
you can define traffic classes on both 2500 and 1000 series routers. But,
as long as there is no kind of classification and QoS, every packet will
be sent with the same priority, so you wont get better response for
interactive traffic.
