First, the law states types of information that need to be registered. You
should consult the justice dept for the particulars, but keeping a list of
names and adderesses, IIRC (possibly up to some threshold) does not
require registration.
Second, a few month ago there was a temporary "amnesty" period where
keepers of existing databases were given time to register them even if
they previously held them and did not register them. 
Third, this law is actualy a kind of one time tax.
And finally, I am not a lawyer, and none of what I write should be taken
as legal advice. But then again, I'm not a comedian, and sometimes people
laugh at my jokes anyway....
