It looks like the error is quite self-explanatory: are you running
Xconfigurator as root?? (you should). is /etc/sysconfig/mouse readable for
all and and writable for root (do ls -l /etc/sysconfig/mouse)?

Again, are you running mouseconfig as root? If not, it can't write
/etc/sysconfig/mouse.
