"pico" is part of the "pine" mail package. The last Hebrew version
appears to be on horizon.cc.huji.ac.il:pub/pine3.91_heb2.02.tar.{Z,gz}.
The "pico" contained on the above says : 2.5 (version).
To build it all do a "./build lnx". The images are left under "./bin" and
the man pages under "./doc/*.1".
I am using it now (not only on linux) and I don't see any problems.

The "README.hebrew" says:
...
The hebrew conversion was done by Helen Zommer at
the Computation Center of the Hebrew University of Jerusalem.
