web forums not for newbies, but for discussion of off-topic topics, like
"what to do against newbies' questions"

this idea has been discussed in the past, and was silently yet decisevly

we were SPECIFICALLY trying to solve the newbies' problem... they are the
last that will obey or understand such rules...
