All you need to do is make files with the appropriate character
encodings.  The dos encoding just puts the hebrew characters at ascii
code 256+, correct?  What you do with fonts and keyboard mappings on
your server is completely irrelevant.

For example, you can set up the files under DOS, copy them to your
gnu linux box, and cat them to the user at the appropriate times.
They'll see Hebrew, English, or whatever.

What you'll evenutally want to do is to rebuild the hebrew console
font files to use the dos encoding and remap the keyboard to correspond
to the modified font.  This will make editing and modifying things
easier, but is unnecessary for your purposes.
