I have a suspicion that SCCS is propriety to anyone who owns UNIX at
this moment (Novelle?). The fact that you say you couldn't find it on
the net may comply with this suspicion (did you try archie and Lycos?)
On the other hand, I THINK I saw many moons ago a bunch of utilities
which emulate SCCS under RCS. So maybe looking for RCS or shell
goodies may yield usefull results. Maybe you should start at the
archives of comp.sources or comp.archives.
BTW, why do you need SCCS? It's so inconvenient in comparision to
RCS.
