What do you mean by "fine tuning"? In Debian they consider an upgrade
for a *released* version only if it is a bug fix.
Impruvments/additions are made in the next, "unstable", release. So
people who just want a reliable and functioning system (like me, most
of the time, since I don't have time to play around) can look just for
the latest *released* and fixed version.
If it's the same with RedHat then all their upgrades are irrelevant
for people who just want a stable system.
