Simply replace the fonts with Hebrew ones in the netscape's resource file 
-- Netscape and then move it to the home directory, 
/usr/lib/X11/app-defaults or point the XAPPLRESDIR to the directory.

Start with the default font encoding, change it to 8, ie:

*documentFonts.latin1*registry:                         iso8859
*documentFonts.latin1*encoding:                         8

Then change the defaults for the variable and fixed width fonts and in 
the end replace the Helvetica,Courier and Times.
I am sorry that I cannot help you with an example, but I am using 
propriety fonts.  

Also you need the appropiate files under /usr/lib/X11/nls, otherwise 
netscape will display some errors, but this is not so important. Have a 
look at some UNIX machine with Hebrew.
