Pointing to FAQ from FAQ and the Welcome message is certainly not enough.
Web forums are a very good idea indeed. I would like to add two more.

1. Linux-IL can have two lists instead of one. One of them would be an 
open list, that is, anyone would be able to subscribe to it, while the 
other will need a subscription approval. This latter list will not suffer 
from the same questions over and over again.

If needed, I can open and maintain Majordomo list(s) at my site. (BTW,
Majordomo 1.94 is out, and it has a Taboo feature which allows to sort out
certain words - this list would profit immensely from using Taboo...). 

2. I've been long subscribed to Sun-Managers list, and I appreciate the 
way they treat questions/answers. A question is posted to the list, but 
all answers are sent privately. The person who asked the question is 
required to summarize the answers and post them to the list under a 
"SUMMARY: <Question>" Subject field. Many summaries make it to the FAQ.

I believe it is a highly efficient form of help, and simple to implement.
