Partition Magic 3.0 handles NTFS. Moving an NTFS partition could be done even
by v2.0 if my memory serves me right, but 3.0 can RESIZE an NTFS partition.
Actually, 3.0 had a slight bug in handling NTFS partition, which could have
left you with a non-booting partition. They have 3.01 for download for
registered users. (I don't have PM 3.0, but I saw the announcement, and we
have ordered it at work).
Now, if 4.0 would add support for EXT2...
