Ira is correct: it is mostly not done on Linux
The main Arabic application is ArabTeX: not your FreeNet kinda software

I second that: plain-jane Linux but Arabic stations.
Kivun's software would be the way to go, especifically if they can
provide you with an Arabized and ISO 8859-6 compatible terminal emulator.
There is another company, Alis, http://www.alis.ca, that does have an
ISO Arabic terminal emulator for Windows (and maybe DOS).
Alternately, Kivun's multi-lingual plugin for Netscape for Windows
might be all you'll ever need if it actually Arabizes the mail and news
clients of Netscape in the same way it adds Arabic support for the web
site.
The server side software will (probably) only need to be 8-bit
transparent to allow you to do most things.
By the way, Arabic on the Net is always implicitly encoded.
