First get the hebrew fonts and install them under some dir "x/hebrew"

I think the package named webfonts, look at the archive of the 
linux-il mailing list August I think there is a pointer over there, but I 
can send them to you as well

next add them to the FONT PATH:
xset +fp x/hebrew

next put the following into your .X11defaults or .Xdefaults:
Netscape*defaultCharset:        iso-8859-8
Netscape*documentFonts.latin1*registry:                         iso8859
Netscape*documentFonts.latin1*encoding:                         8
Netscape*documentFonts.latin1.variable.italic*slant:            r
Netscape&documentFonts.latin1.variable.boldItalic*slant:        r
! The next two lines are important, even if you think they aren't..
Netscape*documentFonts.latin1.variable*family:                  web
Netscape*documentFonts.latin1.fixed*family:             webmono
Netscape*bookmark*fontList:     -*-web-bold-*-*--*-140-*-*-*-*-*-8
Netscape*bookmark*multiFontList:\
-*-web-bold-*-*--*-140-*-*-*-*-*-8,\
-*-web-bold-*-*--*-140-*-*-*-*-*-8=HEADING,\
-*-web-bold-*-*--*-140-*-*-*-*-*-8=ICON

now do xrdb -load .X11defaults #or .Xdefaults
and the next time you load Netscape you will get hebrew automatically
Don't forget to restart your browser after you add the fonts to the path

If you don't add the lines to your .Xdefaults you can do it manually:
choose the webmono fonts from Options->Fonts
