Ilan,
I believe this list was established for handling issues specific to Linux
and Israel/Hebrew or the ILUG (Israeli Linux Users Group).
Most people indeed don't have time to read hundreds of FAQs and man
pages, but most people also don't have time to answer questions which
appear in the most basic FAQs.
Nobody requests you or anyone to read all the FAQs and man pages, but at
least reading the Linux FAQ periodically is not too much to ask for.
Even Linux experts browse the Linux FAQ occasionally to find pointers to
information.
You cannot to tell people "Hey, I don't have time to read this and
that" and expect them to *do* have time to do this work for you.
There is a definite border between lack of knowledge and laziness (no
personal offense intended :-).

I think you should look into the comp.os.linux.* newsgroups. There is
absolutely no reason to re-invent the wheel.

Probably there isn't one, but with Hebrew fonts (locations were posted
here) and a bit of common sense you get very far.
If there seems interest, I think I could compile such a FAQ.
