Well, it's up to you, more or less, but:
1. Working as root usually assumes you're changing some system scripts, which
are never written in csh. Being in sh, it's easy to check some pieces when in
doubt. Also, how, otherwise, do you get experience of writing under sh?!
2. Also, when system crashes, you're working as root with minimum tools. In that
case, using powerfull shell can ease your task significantly.
Don't get me wrong - as user, I'm happy with tcsh - it's nice for simple
operations, but as root... only bash.
