The minimum is 7. You must also have a takanon (english, anyone) which 
defines membership in the amuta, who has voting rights, how often and 
what is an asepha...

Make sure he knows this part of law. The place to go is the rasham 
agudot, who is taf peh misrad hapanim (when will i learn english)

We want the amuta to be a Merkaz L'lo KAvanot Revah (non-profit 
organization) This requires clear statement of purpose in the takanon, as 
the rasham can allow the amuta but not give it the proper tax status. 
Perhaps the takanon would be best hashed out in this list, if we can find 
an agreed way to attatch hebrew text. If not, we ^H^H^H you may have to 
(horrors) hash it out in a committee of the secret sacred kabal.
