Some Notes:

Zircon - Written using Tcl/Tk so you'll need to install them. This 
product is still in it's infancy lacking, but it's very promising 
easy to use and graphically pleasing. It's very configurable allowing 
you to set the color of any one nick, to set people to ignore, people 
to automatically search for when logging, and many other nice 
features, most of them configurable from within the program using 
forms (you don't need to edit config files if you don't want to, the 
config files are still human readable thougt).
Lacks: support for written ircII style commands so you can't /msg 
someone but rather have to click on the specific nick button and 
choose message. The author says such support is forthcoming. Also I 
didn't saw support for BOTs, but I don't use them so I may have 
overlooked it.
All in all, a very nice and usable program, highly 
recomended if you use the IRC to chat (or send files it does support 
DCC send/chat), if you want to wage IRC war stick to ircII.

xIrc - I used v1.14 (or 0.14?), it's quite ugly and the user 
interface is not very intuitive, but it does suport ircII commands so 
it doesn't matter that much that the command buttons are not easy to 
get to.
If I remember correctly it had a skeleton support for script 
lenguage. The new version (1.16 or 0.16) requires a library called 
qt. You'll need the full sources to compile it not just the binaries, 
I had some trouble installing and compiling so I gave up on this 
version opting to try Zircon first, after trying Zircon I didn't feel 
the urge to try to set up xIrc again.

eIrc - I aven't tried this one yet, maybe I'll give it a try.

BEEP, there's a forest of information laying around about IRC, 
unfortunatelly finding a specific tree is not simple. Yaron could you 
point to a concise source of information I would really appreciate 
it.
About the question, there's a file called colorirc(.tar.gz) which 
patches the termcap (or is it the terminfo) so ircII displays colors.
