man -k (equal to "apropos" command) uses databases called whatis. Check if
it exist. It contains the first lines from the each man page (you should
update it from time to time if you install new man pages)
You can find it in one of the directories of your MANPATH (I think in the
first one)
The extract from "man catman" (I don't have the access to my linux box
now so I provide the info from AIX, it may be different on Linux,
I'll check it later)
catman [ - n | -p | -w ] [ -MPath ] Section ...

-w Reads the BSD-style man pages first in /usr/share/man/cat and
/usr/share/man/man; then reads the hypertext information bases
installed under the /usr/lpp/info directory, and creates the
/usr/bin/whatis database. The database is created in the first
directory that appears in the MANPATH environment variable. If
the MANPATH environment variable is not set, the database is
created in the /usr/share/man directory. The /usr/lpp/info
directory contains the descriptions for all operating system com-
mands, subroutines, system calls and files.
