What about setting one or two more classes (that's "classes" in the
sense of the wuftp configuration files):
1. for .ac.il domain - it is our interest to let people get files from
local server, so they use hte line less frequently.
2. rest of the .il domain - same reason, though not so definite since
it may be that some of the {!.ac}.il domains are on their own lines
abroad anyway - maybe do this classification by the network numbers as
assigned to the various Israeli internet providers.
