Some mailers support only 7-bit ASCII messages.
ISO Hebrew is located in 0xe0 and onward, that is, it requires 8-bit
characters.  Consequently, it can drive old mailers crazy, which may,
for example, strip off the MSB, which will leave you with what we used to
call "chinese".
