The blocking is done on a per-host (per-network) basis, so if it is on
a machine which is allready blocked for access then it will continue
to be blocked.

More than you can possibly ever afford - a MAN (34Mbps?).

Besides, you are talking about such short distances that bandwidth is
almost negligable.
