(sorry, i now it has nothing to do with linux - just thought it'd better 
be made clear).

This is a simple matter of money. Machba (NOT the technion) has set it's 
price for frame-relay link to israeli ISPs in the following manner:

1. some basic (not too high) yearly price.
2. an additional fee for each additional service in seperate (news, ftp, 
www, aleph system, irc, ...).

initially, this was done only 'on the paper'. but after IBM has joined 
the ISP market, machba finally started enforcing this policy, and set 
it's routers to return a 'no route to host', or 'host unreachable' to 
each non-paying ISP. you will find holes in this structure, (some of them 
make machba's blocking efforts cause one to gasp in astonishment), but 
they seem to get better (at blocking services). so simply each private 
user who wants to get linux in israel should refer to their ISP to find 
if they have access to FTP to machba or not. if not - resort to your 
closest FTP mirror site abroad.
