Apparently, you are trying to mount /dev/hda2 _ON_ /dev/hda2, which is
incorrect.
Create an empty directory which will serve as mount-point for /dev/hda2,
and mount it there.
As a first attempt, comment out the line in /etc/fstab, and mount
/dev/hda2 manually:
mount -t ext2 -o ro,defaults /dev/hda2 /mnt

To make real good use of your second partition, you should think of a
logical mount-point for it. A customary solution is to have different
file-systems for / and for /usr.
