Modem Problems

Hi!
I have a number of sites using various modems. They all have a common
problem: Sometimes the modem does not get reset and then you cant
connect to the site again without someone physically resetting the modem.

Further details:
Scenario 1:
I call from my home to tcltek.co.il. In the middle of the session the line
drops. I then redial. The modem on my linux 1.3.99 does not pick up the
phone. I kill the getty process ( inittab restarts it). I call again.
Still no answer untill I reboot.
Scenario 2:
I call into another linux 1.3.99 box that has modems attached to
a Stallion 4port board. The modems answer. I login and work, then
logout as usual. I call in a second time. The modem does not
answer. The behavior is not entirely consistent. Sometimes I can
call in two or three times, then the next call is not answered
    until I reset the modem.

I tried putting an "OFF" directive in my/etc/defaults/uugetty.ttyS1 file
like the INIT directive, but it doesn't help. Using Slackware 1.2.13
distribution (from the SAMS yellow book) with 1.3.99 kernel and latest
getty_ps.

Can anyone help please?
