try using hpico - the hebrew port of the pico editor, that comes with the 
distribution of hebrew pine, available from the hebrew university of 
jerusalem (i forgot the exact name of the site, i'm not sure it was 
ftp.huji.ac.il itself).

i used it to write hebrew documents, hebrew html files, etc. very 
primitive, but the easiest way.

a second method: use vim, and create a proper mapping for hebrew keys.
