I have no idea about the shef format, but Hebrew vim indeed works
with TeX--XeT. The idea of the editor is that it only changes the
direction in which are the text is displayed on the screen. It's the
same idea as in my Hebrew dos editor HED, for those who are familiar
with it.
I'll try to create a clean package for distribution in the next
couple of days.
