The part of the Xmodmap that you have problems with has nothing to do 
with the Hebrew. It is there to correct a bug with NumLock in XFree86 
3.1.1 and to use it ServerNumLock should have been set in XF86Config.

I have not checked if the bug is still there in 3.1.2. Anyway if you 
don't need/want that then you can delete this part, I mean after
"keycode 114 = Break".
