I have one - You use the "User Defined" encoding for Hebrew rather then
the "Latin - 1" (iso 8859-1), right?
I think the pages you view contain a tag that specify a certain encoding
A bug in Netscape prevents it from "noticing" this at page load, but once
you resize the page it gets redrawn correctly - and somehow this
status is saved so next time you load the page you get it in the "right"
encoding. So you is - it IS a switched encoding ;-)

The solution is simple - change the iso-8859-1 (Latin-1) to the Hebrew
font and the page will be displayed correctly.

I have no idea if this is actually what's going on - I just know that I
suffered from the same problem and the above solution works for me.
