syslogs groups any repeating copies of exact messages as much as it
can identify them (e.g. as long as no other message gets in the middle
of the sequence).

from the times of these reports it looks like inetd reportted this
message once a second (34 - 18 = 16), maybe inetd gave up after a
while and stopped trying to re-run tcpd.

I don't remember what tcpd does, try looking at its manual page.
