No, it could happen, for an old monitor. All modern ones, however, are protected
(or should be) from trying to syncronize to out-of-range freqs. I did see one
monitor that was working OK just 5 mins before running X w/ wrong parameters :-(
 Of course, it could be just coincidence... And same effect could be achived by,
say, chosing wrong monitor definition under win95 and trying to run @90Hz
refresh rate w/ an old interlaced monitor. 
So there is nothing special about X - it's just more flexible (allowing to alter
almost any parameter) comparing to win drivers. But that flexibility has another
side...
