I suppose the first time you use RPM packager is very difficult, but
then the second time it's going to be almost like a second nature
(never tried it, but I'm planning on struggeling with debmake (the
debian package creator) soon).
As for Debian - they are hosted on machines which don't belong to them
(remember - they are all valunteers), and at least they *used* to have
problems to find a place for an active site such as theirs, so it's
not quite fair to compare them to RH in that regard.
