The Web Server I am using at my site is APACHE (A-Patchy) HTTPD Web 
Server. It perform well with my existing Pentium75 machine. It extra 
features compare to the CERN/NCSA HTTPD includes support for multiple 
domain names, virtual home support, better CGI support and etc.

If you are using Microsoft Word, you can get the Word Assistant which 
enable you to edit HTML document, and it is free. Another popular 
HTML editor is HoTMetaL. You can get more info at URL
