If you are working with Netscape 3.x, you should not cahnge any default
X resources fro Netscape.
Just do the following:

1) Install the Hebrew fonts also as iso8859-1.
2) In Netscape Options->General Preferences->Fonts menu select
   the Hebrew fonts as iso-8859-1.

It works great just like selecting any other fonts, no special setup
from outside netscape.

Also, for Hebrew fonts or other Hebrew fonts just look at the
Hebrew Unix site. The fonts directory are at:
main:    http://www.cs.technion.ac.il/~gil/Hebrew/fonts/
mirror:  http://www.linux.org.il/local/Hebrew/fonts/

by ftp:
main:    ftp://ftp.cs.technion.ac.il/pub/ssl/Hebrew/fonts/
mirror:  ftp://ftp2.linux.org.il/pub/linux/contrib/local/Hebrew/fonts/
