Exactly. (well, depending on the mode, if you're in Hebrew mode, latin
gets inserted. The net result is a file which looks ok when viewed, which
really means the Hebrew is back-to-front).

I think you are right. Somebody said that the solution would be to write
all the Hebrew, reverse it, and then add English and/or tex commands.
This will really be a royal pain, and corrections would be almost
impossible. I guess another solution would be to embed some special symbol
for regions which should not be flipped, but that would open another can
of worms.

Yes.

If I understand your question correctly, the answer is no. Kermit is only
a term.emulator, and it's up to the application to make the cursor move
correctly. Hebrew will display correctly or flipped, depending on the
organization of the file being displayed (e.g. a pico file will look ok,
while an tex--xet input file will look wrong).
