Some sites are just slow....

One difference could be line quality.  I have a 14.4 modem at home.  I
can connect to the office modem at 14.4 without problems.  However,
when I try to dial up netvision, I can't get in at anything better
than 9.6.  Both are local calls.  When I dial up netvision from the
office, I connect at 14.4 with no problems.  Presumably there's some
rusty old Bezek phone switch between my home and netvision.

I'd bet that if you were to drag your computer over to your
friend's house, you could get 3kb/sec too!
