Go to the "Macros" menu in Telemate, and then select keyboard.  I don't
know about terminate.

I didn't check that (I only had access to a win95 machine, and alt-tab
switches out of the DOS session with that).  You *could* write something
like that, but it would be pointless.  You'd have to specifically port
every single application you want to use hebrew with to use your code.
Simpler would be to just use hebrew.el in emacs, and remap the codes
there, for entering hebrew text in Linux, and remapping the keyboard as
above for accessing from DOS machines.
