I have no similar problems using that card with MS-Windows 3.11 or DOS. As a result, I am only able to use the standard SVGA server which limits me to 8bpp. Has anyone experienced this problem or knows what can be done to solve it or otherwise run X at 16 or 24bpp?

Happened to me too, and I wasn't able to solve it, so I just used SVGA.
Does it work in console mode?
I think the problem (at least in my computer) has to do with a not so
compatible ET4000 compatible.
