Can linux-fdisk handle FAT partitions + Banner suggestion

FOA, I've prepared a banner for the party and you can review it at:

. It was prepared with CorelDraw 4.0, and is not very sophisticated at the
moment. IMO anyway, it looks very nice.

And now to the main question: my family use a legal version of
PartitionMagic at home to handle a number of FAT and VFAT
(=Win95) partitions and resize them. There are several other commercial
software packages that can do similiar things. We are very happy with it,
and haven't experienced any major problems yet.

My roommate just bought a new computer, and already his 3.2 GB hard-disk
is split into a 2GB partition and a 1 GB partition. I suggested he split
it even further, to save size of semi-empty clusters. FAT32 is not an
option unless someone knows of an add-on for Win95 that can do just that.

My question is: whether we can install Linux there, (or perhaps even use
it from a couple of bootdisks) and use the Linux fdisk to resize the FAT
partitions he finds the need. Linux fdisk should know how to do the
following:
1. Cut the end of a partially empty partition. (assume
it was defragged first).
2. Adjust the cluster size after a partition was shortened.
3. Move a partition forwards or backwards if there is any unused disk
space there.

Al those things should be done with FAT and VFAT partitions without
damaging their contents and directory tree.

Any information will be appreciated.
