Those filenames are probably in Unicode so setting the character set only
won't help you much. First try to see the full coder. rtfm tr and cat,
they have options to pass characters in 'printable' form, i.e. escaped. 

Then try to find out what code is being used, by looking at a file whose
name you know. Unicode uses 2 chars per char so there should be more
characters than 'normal' in an Unicode filename.

Let us know, we should invent a solution for this.
