I can personally recommand two things:
1. I found the fonts hebrew-new-160-noscale-fixed-iso-8859-1 (variable)
and hebrew-menu-120-noscale-prop-iso-8859-1 (fixed) to be very
nice. In particular their English set is very nice and this is
what I use for Netscape. Unfortunatly I'm not sure which of the
hebrew font packages brought them to me (I just dumped all the font
packages I could find in one directory).
2. About a week ago someone pointed the list to a modmap file which
helps to type hebrew forms. Look at the list archives.
