Dyanamic Motif for non-developers and related matters

Is it possible/legal to install the shared dynamically linked libraries of Motif on my Linux without having to pay for them? Am I supposed to pay for the privilege of programming using Motif or am I supposed to pay even if I use it as a shared library?

BTW, is it possible to write a Tcl/Tk (or perl/Tk or python for that matter) windows manager? Would it be any good? Is there something like C/Tk? (can't think of any reason why there shouldn't be)
