Not if either of the following hold:

   -Diald is configured to only bring up the connection for packets
    from particular hosts.
   -The linux box with diald is configured to reject and/or not
    forward traffic from particular hosts.

In other words, your objection is to autodialing in general, not to
diald in particular.
