Look in the Hebrew howto. I remember about less than a year ago I
managed to configure my linux to display hebrew chars on x-win and
non-xwin terminals. You should specify to the xterm (or other
application), which font to use (think it's xterm -fn). writing is a bit
more of a problem, cause there are errors in the xmodmap configuration
in the howto, although you should be able to play a little with the
configuration there and be able to write in hebrew with META-<key>. If
you wish to read or write on one of the console TTYs (no X), in hebrew,
you should use the kbd package (has a hebrew map and fonts, also
discussed in the howto, this is also a bit outdated there).
One last note: you can set the font for xterm, or for any other
application, or application menu (I did this with the bookmarks menu, so
that I could bookmark in hebrew) permanently, with xrdb.
