ls also has.
-b, --escape
Quote nongraphic characters in file names using
alphabetic and octal backslash sequences like those
used in C.
or
-q, --hide-control-chars
Print question marks instead of nongraphic charac-
ters in file names.
maybe that's the problem?
Then
-N, --literal
Do not quote file names.
-8, --8bit
Treat all characters from the 8-bit ISO 8859 char-
acter sets (0x20-0x7E, 0xA1-0xFF) as printable.
This includes ASCII as a subset. This is the
default unless overridden at compile time.

Did you try NLS patch (AFAIK, not incorporated in standard kernel)
Maybe this is what you need? The patch contains fat32, NLS (Unicode
filenames, etc.) and Joliet support.

Oh, ??? may be ls -q... or maybe not...
Also, I won't advise to give hebrew names to files even in windoze... Or
to use any non-hebrew characters in it. From my experience - it
screws them badly - numbers, signs etc. are shuffled in weird way... May
be problematic when interacting with non-windoze systems.
