Catch-22: the template user "skeleton" must be defined first
However, after having turned on quota with
quotaon -avug
performing a check on the partitions to be quota-controlled with
quotacheck -avug
will create the necessary quota.user and quota.group files, including
for "skeleton" if that user has been defined.
e.g. "edquota iskandar"

Quotas for user iskandar:
/dev/hda4: blocks in use: 1111959, limits (soft = 0, hard = 0)
inodes in use: 48664, limits (soft = 0, hard = 0)

At that time, doing "edquota skeleton" and setting skeleton's quota to
a suitable value then something such as
#----------------------
cat /etc/passwd | cut -d: -f 1 > /tmp/user.list
vi /tmp/user.list # to take out root, bin, sys, etc...
for i in `cat /tmp/user.list` ; do edquota -p skeleton $i ; done
#----------------------
will set the quota for the users in /tmp/user.list to the same value as
skeleton's
