Hi,

Moving to 2.0.X is your best bet. I tried to play with these parameters
under 1.2.13 and ended up with a screwed up system, so if you sitck to
1.2.13, be very careful...

Can't tell you about 1.2.13, but under 2.0.27 it's in
linux/include/linux/tasks.h and the constant's name is NR_TASKS.  The
default is 512, with half of it allowed per user.
