There are reasons to the way I configured my ntp.conf:

1. I dag for quite a while through xntpdc's "monlist" looking
   for time servers to use.  These are the ones I found back then.

2. My machine is connected through a dial-up line, and can't
   resolve the names right after it boots (which is when ntpdate
   and xntpd are invoked), so I had to give the explicit IP
   addresses.

If there was some relaiable mechanism to find time servers in
Israel then I would gladly use.  In case you forgot - I was the
one who wrote the original kernel driver to talk to the atomic
clock at HUJI (that was before the physics labs people provided us
with our own signal, forcing us to piggy-back on the signal sent
to the IBA), and I know how busy a stratum-1 server can get, but I
couldn't find any other clocks when I looked for them.
