Dear Shahar,
I'll do you the favour of answering you before someone less tolerant
cares to do so.
But before that - think 20 times before you consume bandwidth and
expensive time of many busy people with questions you could have found
the answer for yourself (had you bothered to read the plentiful
documentation that comes with each linux distribution).
Go to the FAQ on www.linux.org.il, read it, learn it by heart, and only
after you are absolutely sure you understand its meaning post your next
question to this forum.
As for your questions (supposing you use XFree86):
1. xvidtune (and use the output to modify XF86Config).
2. In RH4.1 (which I believe you use) - XF86Setup or Xconfigurator.
Read the appropriate man pages.
