A guess:
Your Netscape maintains a cache in which it stores also files which you
FTPed using it. When you "download" the file again, it is really being
copied from the cache to the place where you want it to be saved. If the
original transfer was interrupted in middle (for Web pages, FTPed files
or whatever), then the cached version is incomplete.
Another guess is that you are using the services of a local Web proxy
server, which caches all information you requested, and which provides
you an incomplete cached version if it is all it has.

If my guess is right, then you should flush the cache in whatever way it
is maintained.

If you succeed in "cheating" the server, then you'll revert back to the
lower download speed.
