It's ignored by mount - but not by edquota!!! Run strace edquota and see it
looks at /etc/fstab. So, be a good boy, add the options to the /etc/fstab and
repeat the whole command sequence. At the end you'll get a NON-empty file...

How about searching in the HOWTO index? The Linux Quota mini-HOWTO, by Albert
M.C. Tam seems a rather good candidate, IMO ...
