I remembered having written Hebrew HTML files and what I was told to do (which looked OK in Windows, and I remember my superviser's SGI Indy was configed to handle it too) was that:
I don't think we bothered with the <META ...iso9660> tag. What we did was writing the hebrew text in the HTML backwards. For example, in order to write "shalom" you have to type: Mem-Vav-Lamed-Shin. (would usually appear reversed in an English-Hebrew text-editor like Hebrew Win3/Win95's Notepad) In order for the text to appear justified to the right we enclosed the document or its Hebrew portions within <DIV ALIGN="right"> ... </DIV> tags. Finally, if the width of the browser's pane is too small to contain the entire Hebrew line, it generates funny line breaking, so one has to write it in not too long lines and use a <BR> tag after every line.
I remember that I also coded a Word-Basic macro to convert Hebrew documents into HTML. I think it only recognized the Bold style and was very slow. The guys at which I worked for are rather busy right now as I understand. If you are interested in it, tell me and I'll try to get it and send it to you.
