there's statserial (I think that's the name) to see which controls are up,
check your modem's port for a CD signal (Carier Detect), or get yourself
an external modem. if you meant you want to know if a ppp link is up, then
check ps or better ifconfig and route. ping to know if the line is
actually usable too.
