except for huji and a few other places, dynamic ppp is a dying thing, most
providers have a pool of modems that are used ONLY for ppp, so there is no
reason NOT to give a fixed IP per modem (which they do).
http://www.buoy.com/isp/ gives you all the exact details how to set this
up wth mgetty, it's 1-2 hours of work and works as smooth as a one line
"Hello World Perl script... well, ALMOST. :-)
