Hebrew tex does that and you can turn tex output (dvi) into ps using
dvips.
What you need to do is set up a simple style file in latex and use some
editor to write normal hebrew text then pipe it (through scripts) that
apply tex, then dvips, then move the output into the attachment folder for
outgoing faxes. Works great probably (I'm using a similar method to print
hebrew and graphics on a bitmapped printer).
