If you use PAM and your /etc/passwd or /etc/shadow format broken, this
might happend. What do you see in the logs?

BTW with all the Unixism in my blood I do not see any reason at all
to use ext2fs floppies. dos formated (by Linux) floppies has much less
problems and readable everywhere. But this is "running away from the
problem" and not answer.
