What three lines?  I'm not aware of an NTP daemon which runs under
inetd, and it doesn't make sense.

In general, the steps to setup NTP are:

1. run ntpdate when booting (if you are on-line at the time) or when
your PPP link gets up.

2. configure xntpd to know which servers to probe, my /etc/ntp.conf is:

You should probe each of these servers using xntpdc, check your route
to them (using traceroute) and see if they have better servers
apearing in their "monitor" list.

3. fire xntpd when booting the machine.

I also take advantage of Debian's init.d scripts of syncing between
the Linux kernel clock and the CMOS (using clock(8)).  I suppose
something similar exists in other distributions.

You should try to let the machine stay up and connected for as long as
you can in the first few days (from two days and up to a week), to let
xntp find the real drift of your machine's clock.  The main point is
that you shouldn't get upset about the clock not being "right" right
away, but let it settle down in a few days.
