Avoiding call waiting disconnects.

Set S register 10 to a large value.  It's the amt of time (in tenths
of seconds) the modem waits after loss of carrier signal before
dropping DCD.  Something like 100 = 10 seconds.

Also, S9 is the amt of time (in tenths of seconds) that the carrier
must be present before it's recognized.

The modem manual I'm looking at says that actually a carrier drop can
be tolerated for at most time S10-S9, since, I guess, it has to be
reestablished for time S9 before it's recognized.  So, if S9=60,
I'd think that S10=100 would be fine for avoiding call waiting drop
outs.
