I think that the big difference in price is between a fixed IP per modem
(i.e. if you catch a different modem, you get a different IP address, but
each modem has a fixed IP address), and fixed IP per user (i.e. you get
the same IP address no matter which modem you get when you dial in).
Or did I miss something?
