The problem is curtainly in hardware.
Check all jumpers on the MB - it could be some (voltage, e.g.) correspond to
another CPU type.
Try disabling cache in BIOS.
Check that CPU cooler has good termal contact with the chip.
Try running the system at 180MHz.
Try disabling PCI IDE bridge optimization and enable all IDE chipset bug
workarounds in kernel config.

Personally, I don't like Octek MB's - both VLB and PCI.
