It seems to me that you shouldn't be having this kind of problem if 
the compilation was done correctly and the base distribution is 
reasonable. I have been using 2.1.21 successfully for two weeks. It 
seems to be stable. I compiled it and run it on a machine that has 
the Red Hat 4.0 distribution installed. What distribution and version 
do you have?
Try compiling the kernel with minimal support - i.e. build a minimal
kernel without printer support or other support that is not necessary 
for booting and see if you can get it ro run.
BTW 2.1.17 was wildly unstable and ruined a couple of my (our) file 
systems.
