You need not be root but you must suid root (the program). Then you
reserve an area of IO ports, use them and release them. This need not be
done in the kernel but you must use ports not used by the kernel. Look in
/proc/ports or such. The C functions that do this have manpages. I think
apropos iomap is appropriate. I did that and it works well. Inside the
kernel you use the same system except you don't usually free the ports.
