Ok, few points here:
1. As far as I know, all the ISP's in Israel supports Frame Relay.
2. Cost/bandwidth - each company is different. You should also consider
what lines they got outside (few E1 to USA, etc) and if you're using
your computers at night most of the time - how is the speed.
3. As for the IP's - it's a trickey issue. Some will give you as much as
you want, while some will give you the bare minimum (example - if you
got 4 PC's - they'll give you 8 IP's only). Most of them won't give you
a full class C if you got got only dozen computers.
4. About CIR - thats depends how much you're willing to pay for the
line. I think the default is 0, and on the way up (19.2, 64k etc) you
pay MUCH more.
5. Most of the ISP's include domain name registrations in the package
6. I think the price for the frame relay is going to be raised by ~30%
(Eli Marmor - correct me if I'm wrong please).
7. I'm not sure, but many times it's MUCH cheaper to use ISDN lines
(unless you need 24 hours a day internet connection).
8. Another replacement for Frame Relay could be a hosting service which
an ISP will host your PC server for a price and will charge for the data
throughput.

Cheap is not everything. Check what bandwidth they got abroad and to
where is it connected to.
