Of what? What one can do, in principle, is create a GUI and a set of
applications that will work with the Linux kernel (and declare that
all of that together is an OS, of course). One wouldn't be obliged to
release any code or GPL anything but the kernel, provided none of the
apps is based on GPL'ed software. We all know of a lot of examples of
software for Linux that is not GPL.

I don't know if MS-Linux will ever appear, I am just suggesting a
possibility.
