AFAIR you have the two offices, the only peering I would do is between
those too, I doubt if connecting to IBM's proxy is doable (or indeed
beneficial). even if it doesn't support ICP, it's still possible to
configure it as daddy, try it either way and use whatever is fastest.

my hopes for cache peering through the IIX were long forgotten. none of
the ISPs I spoke to (5 or 6) dared thinking in that direction for a lot of
reasons.

it's pretty much configured out of the box. I have it on my masqing
firewall, and I force people to use it by blocking direct http access to
anywhere else on the globe :-)
