Due to WWW popularity, everybody looks in this direction
to solve the problem -- The wrong tool for the task!

What Shahar asks for is basically a news service. Several options:
1. Something similar to HPUX news(1) command. No expiry, but the 
   logic is simple. Roughly:
        timestamp=$HOME/.last_news_time
        newsdir=/var/news
        for i in `find $newsdir -newer $timestamp`
        do
                ${PAGER-more} $i
        done
        touch $timestamp
   IIRC I once saw an Open-Source(tm) full implementation with all
   the other options of this command.
2. Create a local newsgroup on existing news server. This way you
   have expiry, moderation (if you want) etc. The problems:
        a. Make sure this group apears in the users .newsrc
        b. run a simple newsreader (e.g: rn(1)) for them during
           login.
3. Create your own news server. This is a bit overkill, but now
   you may run the newsreader from a script with NNTPSERVER
   environment pointing to your server and have him see ONLY
   your newsgroups during this process.
