This is the first book you need: 'Internet for Dummies' (dunno how it
sounds in Hebrew). 

You would learn there about the FAQs (frequently asked questions).
Then, you would look on the Internet for the X FAQ. Having found that,
you would have learned, there exists an annotated X bibliography on
the Internet...

This has nothing to do with newbieness. People just seem to ignore the
fact, the Internet has great search facilities and plenty of resources
to look at.

As for the whole matter - this is not off-topic at all. In fact, I'm
desperate to see a local Linux list for programmers...
