It differs from place to place. When you have normal software
company, seeting behind the firewall, where most of 
people even know root passwords od their own machines -
shadow makes no sence . When you have a lot of students,
and can describe them how to choose a difficult passowrd -
you may not use shadow. But when you have a lot of users
at university, that most difficult  their password is 
name or date of birth - use shadow .
