	Why not do it with GNU EMACS and GTK?  Only dreaming... or not, because
I remember one of the candidate applications for GNOMEization was EMACS
itself.  It has all the infrastructure of MULE for Hebrew, even if
someone will need to reintegrate some patchs of version 19; and it has
all those apps on GNU EMACS LISP which could be made aware of Hebrew or
even converted to standalone Scheme Unicode apps.

	Before someone jumps at me, I will add a disclaimer:  I do not have any
idea if all this is feasible or not, I just saw an interesting problem
and wondered aloud about it.
