It might be root-reserved space. When usage is 100%, not all of the disk
is used. Some space is reverved for root-only - in case you'll need some
space to cleanup. This is set as option to mke2fs:
      -m reserved-blocks-percentage
              Specify the percentage of reserved blocks  for  the
              super-user.  This value defaults to 5%.
   
Your lost 412850 bytes are:
412850/7963671
.05184166950141461142

5% as it said... I guess here it is. On 7G drives you safely can reduce
this.
