It depends. Mostly, it depends on who will give you ICP/HTTP access to his
proxy. Most Israeli ISPs have at least one proxy server, the widest used
proxies are squid based, but Netvision and Internet Zahav also use the
NetApp proxy servers, which are also from the harvest house. Most ISPs do
not give access to anyone besides their customers (at least Netvision,
Internet Zahav, Machba and IBM-I think). Both Squid and the NetApp
Netcache know how to speak ICP.
If you are an IBM customer, you'd want to use IBM's proxy (if possible) as
a sibling, or as a parent, if you want it to get the URLs from abroad for
you. You'll have to talk to Asher at IBM in order to get a better idea of
IBMs proxy services.
