Netscape does it "f*^&^%g far from OK" (C) Marsellus Walles. You can't
auto-recognise Russian and Hebrew without patching binary, you can't
recognise two Russian charsets without severly messing with resources, you
can't do anything except ISO-8859-1 in forms.
