That is because ext2fs reserves 5% of the blocks to root. Thus, on a 8GB
drive, you'll get 8192*.05=409.6 . Apart from that, you have the regular
inodes etc etc. You can change the percentage via the 
mke2fs [  -m  reserved-blocks-percentage  ]  option.

P.S. On large drives, you might want to leave 1% instead of 5%.
