It indeed improves a situation and makes Perl useable. Otherwise 
you can not write program longer than 1000 lines in perl.

Using Perl for software developing ( and not for writing scripts and
small utilities like CGIs ) is not very wise. I also do not know any large
application writen in Perl in common use.

Anyway, the point is Java as language ( not platform ) has "clean" design
and Perl does not have design at all :{)
