The idea isn't to block a domain because sporadic users of
that domain are sending spam, but rather block domains (or
even better address space segments) that serve as a
launching point to MASSIVE spammers.

We cannot stop every John&Marry sending junk mail from their
home through Aol.  But this is not the major spam problem.
The spam level we encounter lately, is a result of companies
selling every John&Marry advertisement services. These
companies should be blocked, and there are a lot of them
(though not all) on well known segments of the address
space.

Actions like this will surely affect a lot of "neutral" people
sitting in the problematic domains. This should make us:
        1. Carefull in selection the domains/addresses to block
        2. Make sure people understand there is no "neutral"
           side in this fight. For example, anyone relaying
           mail (without some sort of access restriction) is
           responsible for the spam just as the spammer.
