Maybe your localtime zone is set to Asia/Tel_Aviv, and the zone files
defines Israel, or Asia/Jerusalem, or vice versa? I've seen similiar
problems on my machine.

AFAIK ntpdate is going in GMT? Or I miss something? Anyway, I just
ended downloading all zone files from ftp://elsie.nci.nih.gov/pub
(tzdata1998g.tar.gz IIRC) and compiled zone "asia", which included Israel.
