There is much more...
Use http://freshmeat.net and track hundreds (or even thousands) of
Open-Source packages. The default page shows you only the new
updates, but by choosing "appindex", you will enter an index of many
categories. All the new announcements are posted to freshmeat, and
there is even a place where you can give your feedback (or criticism)
for any of the reviewed packages. One of the coolest sites.

Regarding to your main question: There is a complex way to do it
through the printing services of Samba. Look at the documentations
of Samba and search for "fax". I am not sure that Windows 3.11 is
supported too (95 and NT are supported).
