but here is not an encoding problem - it is a direction problem, I
don't seen any cyrillic standart which convert to oppozite direction - it
is crazy :)

no, it is exactly as Hebrew - cp862/cp866, cp1255/cp1251,
iso8859-8/iso-8859-5, old dos/koi8-r
