That is if portmap is linked with libwrap I think.

If so add this at the beginning of hosts.allow

portmap : IP_OF_HOST : ALLOW

by the way, if you want a whole subnet, you can do:

portmap : xxx.yyy.www.0/255.255.255.0 : ALLOW  

for a Class C for example.
