Unfortunately, your guess is wrong -- running that same ISDN card in a
Windows machine worked flawlessly for hours at a time.

So unless it's just a matter of bad luck when running Linux and good
luck when running Windows, there definitely seems to be some
difference between the Linux configuration and the Windows
configuration.  This difference encourages Internet Zahav (or Bezeq)
to hang up the ISDN connection prematurely.  I thought that the
problem might stem from the use of BSD compression or something
similar, so I turned off all of the different types of compression.
It made no difference.

Any other ideas?

I agree that the problem of redialing has to do with the same foolish
system that NetVision and other ISPs in Israel use, which forces you
to wait some amount of time until you can reconnect.  I spoke with a
friend of mine who runs an ISP in the United States, and he confirmed
my suspicion that it's simple to detect when a user is disconnected.
