I think this is what Voice modems are for. As far as I know, there are
programs for building touchtone/voice operated systems (MAANE KOLI)
for voice modems. You build call scripts using flow diagrams. (At
least for Windows).

What I know is that at least their old systems, made 10 years ago,
used intel's real time O/S, iRMX.
