more specific to your question, question number 10:

10.What happens to all the current *.il domains that are registered? 

       Nothing. ISOC-IL has implemented a "grandfather" clause, whereby
existing domain names are excluded from renewal fees rules and
regulations.

I agree. there are big changes there that require attention.
I think it is going to be discussed in the next ISOC-IL conference in JAN. 
hopefully there will be press coverage there.
