Regarding sending faxes from the Win95 machine:
Go to http://www.shareware.com/ and search for "lpr". You'll find
"wlprspl", which is a Windows' lpr client. Once it is running in the
background, any application can print using it. I tried it with HP
JetDirect, but didn't have the chance to see how it works with LPR/LPD.
Thus, if you a have postscript driver for a fax/modem on the Linux and lpd
there is configured to use it, then you'll be able to send faxes with
Win95 on this modem. The Linux and Win95 will have to be connected to a
common TCP/IP network of course.
Regarding the COM port sharing: it is possible to write a virtual serial
port driver for Win95. I worked at a company that did just that so they
can effectively implement a software-based modem there. The port driver
will have to communicate with a server that resides on the Linux via
TCP/IP. In any case, this solution will require a lot of programming, and
writing a device driver for Lose95 is not that trivial.
