There is a more or less complete STREAMS implementation for Linux at
http:// www.gcom.com. However the kernel guys just don't want to add
it to the kernel - and for good reasons. They say STREAMS architecture
makes the entire kernel slow and so far I've got no reason not to
believe them. They suggest implementing the STREAMS as a user-level
framework instead. It may be perfectly feasible: the socket interface
used to be a purely kernel-level framework until the USL guys
re-implemented it on top of TLI as a library. There are certain
compatibility problems with such approach, but it works for most of
applications.
Still, you may just get the package and compile it yourself.
