Never used netdate, but use xntp3 daily. Try using the following /etc/ntp.conf:

logfile /var/log/xntpd
driftfile /var/lib/ntp/ntp.drift
statsdir /var/log/ntpstats/
filegen loopstats file loopstats type day enable
filegen peerstats file peerstats type day enable
filegen clockstats file clockstats type day enable
server 128.139.6.1
