Well, announcing will do more harm - for this, effectively, surveyor has
to spam half the Internet with notices about the survey. Which would 
weight much more that puny copule of broken SYN packets that queso sends.
And *this* would really piss me off.

Probably, the idea of making such wide-area surveys is bad from the
basement, but spamming admins of the hosts with notices doesn't correct
it a bit.

Are you serious, Ariel? I do this all day along - query various servers
(by doing guess what - sending packets over Internet!) without previously
noticing their owners. Or should I get signed form from every owner of
FTP/HTTP/IRC/SMTP/WHATNOTP server?
If you do not like it - don't put public server on the Internet. Erect a
firewall and live in peace. Or pull the cord out of the wall.
