UPS question



I've recently purchased and installed a UPS for my system at home.
Contrary to Harvey Stein's negative recommendation regarding ADVICE, I
checked their recent models from the king series and they seem very
reasonable. They come with a standard serial cable and smart-mode
monitoring software for windows. For some added fee, you can get the
communication set for Novell, which includes a custom cable and
software. That cable can be used with linux, and I found out that it
works very nice with Alesandro Rubini's updated powerd package. (By the
way, if someone is interested in Advice UPSs- I did some market research
and I think I can get a very good price on them).

Anyway - one major problem still boggles me:
Init simply won't respond to SIGPWR.... 
I create an /etc/powerstatus file containing 'FAIL', kill -PWR 1 and...
nothing happens!!
The system is plain redhat 4.2, the man page for init(8) that comes with
it mentions casually that it should respond to powerfail etc., and I
really have no clue what the problem is. Will be glad to hear any hint.
