Not that I know of.
However, you can write a script that mounts one partition to /some/dir/1 and
the second to /some/dir/2 (or do that via fstab) and then make symlinks from
/some/dir/1/* to /target/joint/dir and then make symlinks from /some/dir/2/*
to /target/joint/dir (and checking that they don't exist first, that is).
Note that this way you can't create new root directories for the partition.

If you have stuff in /usr (nothing mounted there, though) and want to mount
something on /usr it's fine as long as no one's using anything in /usr at
that moment.
If you want to transfer everything from the directory /usr to the new
partition you need to mount the new partition somewhere else first and copy
everything using cp -a. Once you have dont that, you can delete the old
stuff and mount the new partition on /usr.
