Also, TTF font server might be helpful. It is called xfstt. Don't remember
exactly where it lives, try to look for it on freshmeat.net. Works great
for me, and you can use any Unicode russian TTF font (if you want both
koi8 and cp1251) or any windows font (if you want just 1251). Also has a
descent FAQ.
You may also try TTF patch for standard xfs, but I found it lacking in
some areas, and it requires X sources and patching and compiling and
stuff...
