I worked with two: gtkicq (GTK based) and Licq (Qt based), and
although I'm on the Gnome side of the Wall :-) I recommend Licq
because it's simply much better. There's one advantage in gtkicq that
I'm aware of, and that is the fact that when you reply to a message,
you can see the message you're replying to, while in Licq that's not
the case (you have to flip pages in the notebook). But Licq is better
in any other regard. Take it from http://pages.infinit.net/fairoff/licq/.
As to other clients, when I checked they were all less mature than
these two. Since some time has passed since you may want to verify
that again (via freshmeat), but I don't think much has changed.
As to the Hebrew support, I never tried it, but I guess that if you
set the right font you can see Hebrew in it (or at least, I see no
reason why not). As to writing Hebrew, that'd be tougher.
