PARANOIDAL solution:
1) Prohibit smtp to remote servers. (Users should use ISP's mail server
for sending mail).
2) Prohibit relaying messages from remote servers.
3) Before mail delivery (from local users) check if return adress is valid
one.
4) Setup mail accounts like abuse, spam, etc for complaints.
5) In case of 135 user's - record their's IP and date (this way you
could ask bezeq to disable their phone - bezeq does this).
###########This I don't know how to implement. Ready to listen suggestions.
6) Prohibit sending more than 10 messages per minute per user.
