There Is No One True Right Way. I prefer Licq, there are also kxICQ,Zicq,

No and won't be, I think. At least not until KDE or GNOME incorporate
logical Hebrew widgets. If you need not it, you may just define
Hebrew-enabled font for it and be happy. Or write translation module that
converts logical to visual, and suggest it to your belowed ICQ version
authors.
