Think again. Every company that uses comms pays a yearly license fee.
Including radio amateurs. Some services use it for free (ex:
non-private ambulance. I don't know about private). Sometimes this fee is
included in the yearly licensing fee for that business and it is not
obvious how it is paid (e.g. you get the 'right' to use a 2way radio for
taxis etc but you buy the radio from Motorola who has pushed it through
licensing etc thus paying the fees).
