Maybe. But I'd like to add acouple of points:
1. A source of a lot of confusion was the instability of dselect, the
main front-end to the packaging system. It's been fixed many months
(maybe over a year) ago and now it's pretty predictable (just follow
the steps in the order they appeare on the main menu)
2. Debian is aware of the ugliness of dselect and setup a project called
"Deity". It is now in a stage were the front-end is pretty done and
they startted working on the real functionality. You can grab it
from the project/experimental directory on Debian mirrors.
3. From tracing people who keep asking "what RPM's should I
install/update/remove when installing this package?" I suspect
that RH have still something to learn from Debian.
