Just as you said it is done with scripting tool + init string
Win95/NT thinks it is just calling out.

BTW I'm doing the same with my home FreeBSD box, I just use pppd +
chat ( connect chatscript )

Here is Win95/NT dial up script:
; callback.scp
; Win95/NT dialer script to be used to handle exec callback for PPP
;
;
; To make your modem to answer callback please go to
; the modem properties (Control Panel -> Modems ->
;         Modem Properties -> Properties -> Connection -> Advanced ->
;           Extra Settings)
;         and add there:
;         at&c0&d3s0=1
;

proc main

   ; Wait for Username password pair
   waitfor  "name"
   transmit $USERID
   transmit "^M"
   waitfor  "word"
   transmit $PASSWORD
   transmit "^M"

   ; Second Username password pair
   waitfor  "name"
   transmit $USERID
   transmit "^M"
   waitfor  "word"
   transmit $PASSWORD
   transmit "^M"

   ; We've enered PPP
   waitfor  "PPP"

   ; Now just let's reset modem via delay +++ trick
   delay 1
   transmit "+++^M"
   delay 1
   transmit "at&c1&d2s0=0^M"

endproc
