Hard to tell for sure, but here are a couple of ideas:
1. This looks like your rm has been tampered with. I once saw a version
of ls that showed all files except tcp.log.
You can try removing the file with Perl, or via a graphical interface.
If this is the case, you better check the whole system.
2. It is also possible that the file visible name is different from its
real name (control characters, stuff like that), and this interfere with
rm. Again, GUI may help you.
