I believe that in the list's FAQ you will find names of people who have
explicitly given their consent to be asked beginner questions (by private
email).
As for your question, read the man page of your particular window manager
(for instance 'man fvwm' or 'man fvwm95-2' or 'man twm' etc.) and edit a
configuration file accordingly. Usually there is a central configuration
file (/etc/X11/fvwm/system.fvwmrc for instance) and a local file can be
put in your home directory to override it (~/.fvwmrc to follow the same
example). You can copy the system-wide file to your homedir, change its
name and edit it. Usually it's quite annotated and self-explanatory.
