Not true.
There are TCL/Tk and Python binding to KDE, and C and Perl bindings for Qt.
A Perl binding for KDE is also being developed.

There are also other KDE-aware WMs which are much faster and still give you
session management, etc...

1. Themes are coming to KDE soon too.
2. Qt will be open-source soon (see my other posting about the QPL).
