You definitely have a hardware problem.
You probably have an overclocked Pentium 133 instead of a genuine
Pentium 166. If your motherboard has "Mor Levi" stickers on them, you
must have a fake Pentium. More Levi were notoriously known for this
(they were sued in court by Eastronics or EIM, but I don't know what
the outcome was).
Also, your memory could be too slow, but I think modern BIOSes has an
"auto" setting that adapts to what memory you have.
try downclocking your system to 133MHz and see if the problem goes
away.
I have seen similar problems with W95 (not on my machine! really! - I
had to install it for someone else..). On that machine, the symptoms
was a small amount of screen random noise each time I did any
operation on the desktop. other than that, the machine booted fine.
The problem was NOT Video card related, because it went away as soon
as I downclocked the machine to 133 (which would have kept the PCI bus
at the same 33MHz clock speed).
