I believe there isn't any translation for it (ANSI C K&R) since even openu's 
course, which makes extensive use of it, does it with the English edtion 
(although
they might have other reasons).

There are few Hebrew Unix books from Hod-Ami, but I don't think they worth 
much. Still, I didn't come across better ones. What I did saw briefly is the 
stuff that SELA gives its students. It is in Hebrew and it is about Unix. 
Perhaps they will be willing to sell it even without taking their courses ?
