According to this hebrew map, hebrew is ISO-8859-6. I'm no expert, but isn't
it supposed to be ISO-8859-8?

Take a look at TrueType support for X at:
http://www.dcs.ed.ac.uk/home/jec/programs/xfsft/
Haven't tried it out, but I think it should work with the windblows truetype
hebrew fonts.
