Well, just now I have a folder (real one, not Windoze ;) standing before
me, which has "X-files" on it, and surely is of X-files-esque design. I'm
almos sure noone paid to X-files for it. I'm also not sure if one should.

So what? I'm neither going to be part of copyright disputes, nor willing
to support gready moviemakers, that think if the use neon-lighted letters,
than they have to get money from anyone who uses it too. You cannot own
idea, that's the point. Just like you cannot copyright laws of gravity.
