Is there RFC (or any other strandard form) on implicit Hebrew? Can I look
on it? Or we define standard as "the way those big fat M$ guys do"?

I don't really understand how decision of government to implement some
wierd system on their comps might harm my ability to communicate with my
friends. I personally always be able to use any code, from implicit
Chineese to Morse. And I've never had to communicate with the government
by email, thanks Allmighty. They would lose the mail even before reading
it in the first time, anyway.

(HTTP/SMTP) and open for all. As for encoding - this is Netscape who
should be blamed for crappy hebrew support, indeed. Crappy
internationalisation support, even - they hate all equally. As we see with
source release, they had even tools. Why not to do at least *one* hebrew
encoding to work at least as M$'s? Let alone implicit encoding, even
iso8859-8 support doesn't work...
