I assume you have a dual IDE channel on the Motherboard, since you
have a PCI board, and that the cdrom is indeed the master on the
secondary channel (hdc).
If that is the case, PnP is irrelevant, and the problem is probably
that the BIOS sets the IDE controller timing parameters to something
Linux does not like. I have a similiar problem with my current mother
board, and the soultion is adding hdc=cdrom to the lilo command line.
