Welp...
i had this problem too (and using ur card - FRITZ!PCI too :-),
u should make ippp0 device.
try using a dialing script for ISDN,
who should make all of the job for you.
another thing - although it's connecting to my ISP (ISDN.NET),
i still can't connect to sites (trying to solve this.) however,
as much as i tried, pplz can connect me.
