1974. Am I missing something in Israeli history or this is long after
the mandate?

I'm stepping on the shaky political ground, but some other "undemocratic"
laws, like administrative detention or "rebellion incitement", was thought
to never be used on Israeli citizens too. Until the government and
"agencies" needed it to protect their ... chairs.
