Did you at least read the RFC? It states in black friendly letters
just on top of the message:
Status of this Memo

HTH. This is not a standard, this is a good reading for those long winter
nights, that's all.
And 1555 says nothing useful except good advice to encode non-ascii chars
in MIME and use iso-8859-8.
