For Linux, I'd suggest you use the XISP package (frontends pppd, with
all the options you would need and not need, maintaining multiple "ISP"
(dialup connections) entries, and more. Nice little tool, that will also
handle the callback issue for you. (Of course it's possible without it
too, but why not use it?).

For Windows (since you were asking), you will need to do two things:
First, to go into the model definitions, and change its init string, so that
CD is always asserted (as opposed to CD asserted only on carrier detect).
This would usually be &C0 (on most modems), and can be inserted via
ControlPanel-Modems-Connection-Advanced. Put the string "&C0S0=1"
there (so that the modem answers the callback, while Windows believes
it is still waiting for the login to complete...). Then, the 2nd thing - you
will
have to write a dialup script, that will perform the whole authentication
and "waiting" game, until you are back in session with the RAS.
