It's outdated. You can see the currently valid 1998 Itzik-Mordechay
amendment at:

http://www.law.co.il/computer-law/encryption3_order_1998_amend.htm

A couple of links back and you'll see the 1974 version (you'll need
it as reference for the amendments).
