1. Did you wait 20-40 seconds?
2. Did you monitor pppd messages (by tail -f /var/log/messages)?

This is rude of you.  You try to get personal help by bothering the whole
list and are not willing to spend time following the mailing list and
helping your fellow Linux users in things which you know better than them.
There are several people who volunteered to help newbies, and they accept
personal E-mail messages as long as the sender is not bothering the whole
list.

Try:
which flex
rpm -qf /usr/bin/flex
rpm -q flex

And if you find that the package flex was not installed, install it from
your RedHat CD-ROM.
