TeraTerm Pro (http://hp.vector.co.jp/authors/VA002416/teraterm.html) has a
ssh plugin (http://www.zip.com.au/~roca/ttssh.html). Both are free.
TTSSH does not support ssh 2.0 protocol, though.
I use it for win9x, and it seems a capble telnet/ssh client (anybody knows
how to avoid closing the windows when the connection is terminated?)

Also - take a look at http://www.net.lut.ac.uk/psst/
