I've been using a free Telnet client called KevTerm. I don't know what you
count as feature full, but it did what I needed and it was only 64K bytes.
(just a single .EXE file, no install, no registry entries, etc.)
It has a resizable window, scroll buffer, mouse cut&paste, which was all I
needed.
