These are National Language Support (NLS) modules for iso8859-8 (ISO
Hebrew) and 862 (don't remember) encodings. In simple words - those are
translation tables (to Unicode, IIRC) for these encodings.
If you have filesystems that use these encodings (it might be FATxx, NTFS,
etc.), you need them. If you'd need them, kernel fetches them in
automatically. If you don't know what to do with them - don't touch them,
they'll do no harm to you.
