I'm not aware of a HOWTO.  This issue is mostly depends on the windows
manager you use.  For instance both fvwm2 and enlightment allow you to
move the mouse pointer with the keyboard (you need to set some key
bindings).  Most managers allow keyboard switching between
windows/desktops etc.

You may also consider Scwm (Scheme configurable windows manager).  It
provides means for programming its behavior via Scheme (guile), including
key bindings and fake events (so you can force some key combination to
send a mouse event).  Among all the managers I've ever tried so far it is
the most flexible and powerful (although still in beta).  Find it at:
