Actually it does care (or at least Exchange and it's kind do, never tried OpenMail). Modern commercial mail servers do a lot of work on the server, including various MIME conversions, not to mention header parsing (suppose the header is in hebrew, as it will be in a lot of companies? What about X400 addresses? There is no requirement for anything but US english in the X400 rfc - but you need it when using hebrew for addresses).
