You meant "PLS", or "Portable Layout Services". CTL is only an
implementation of hooks, inserted into a specific GUI toolkit, but
it is based on PLS. The URL you are looking for, is:

When the people here were "looking" for a standard for "plug-in"
API for BiDi, I gave them this standard. It is open, public, backed
by most of the leading vendors (Sun, IBM, SGI - just to mention
some) and groups (The Open Group), and even has - some
implementations on one hand - and GUIs who uses it on the other
hand. I was sure that everybody would be happy - "hey, you gave us
exactly what we were looking for"; Instead, I was offended, and
people insisted on defining their own "standard". I learned that
when people say "is there any standard for ...", they want you to
not having an answer, so they can going on with their own standard.
Such questions are usually retoric.

So now you raise this standard again; I hope for you, that you will
be just ignored, because it is better than being offended.

BTW: I am against the whole concept, because of technical reasons,
and even explained it in my old message. But even if you adopt the
concept, you should not invent a yet another standard, but at least
use the existing one. So I had a naive desire to help the people
and give them the tool for going on with this concept, although I
argue with it. In the social world of Linux and Open-Source, when
you can help somebody, you should do it even if he needs this help
in order to develop something you don't agree with. So the fact
that I mentioned the URL and wrote that you should use it, DOESN'T
REFLECT my own opinion.
