It is always good to upgrade, and always there are security issues
which are fixed in later versions, but this case is different:
Netscape 4.08 was released AFTER Netscape 4.5 (i.e. 4.08 is the
newest Communicator there). To be more specific, Netscape 4.08
fixed security problems which were shared among all the older
Communicator releases, including not only 4.07, but also 4.5.

Of course, 4.5 has many new features. The most important of them is
the roaming. This feature is important especially for people who
use Communicator 4.5 to access the Internet from different places
and computers, and still want to have the same (and synchronized!)
bookmarks, preferences, etc.

Since the security problems are mainly problems of privacy (and not
hacking into your computer), you should consider both options, and
decide according to your needs (there IS a critical problem, when
plug-ins are downloaded and installed automatically - I am not sure
in what scenario - but in any case, it is disabled with the default
settings of Netscape, so you shouldn't care).
