As it was somewhat convolutedly explained
earlier, ISDN should help you only in the
LAST hop of your connection - that means,
in the hop between you and your ISP. 

If you're experiencing slow connections, 
perhaps the easiest course of action before
embarking in the ISDN adventure (which could
well wait until cable service comes to Israel)
would be to move to another ISP. One with a 
more reliable connection.

Btw: let's NOT begin discussing 
the many ISPs and their virtues or lack of thereof,
shall we not ?
