intalling RedHat 5.2 with a boot disk and a cdrom



i'm trying to install linux with a boot diskette.
after i choose to install from a cdrom the setup program halts 
with a blue screen.
if i press ctrl-d i get the following message:
Kernel panic: VFS: unable to mount root fs on 08:18

i downloaded the files from a mirror site and burned then
to a cdrom when \RedHat is in the root.
i used a windows95 to burn the cd.

when i copied the cd to a partition in the hard disk,
i managed to install redhat.

why can't i intall using the boot disk and cd directly?
what does the kernel panic message means?
