Well, VAT is what you have to pay officially. If you aren't charged for VAT,
this is just a result of somebody's lazyness.

Strange. My experience with the DHL express (as opposite to the Federal express,
BTW) is very positive. They bring packages to one's home, and as to the VAT,
it's possible to pay it to the guy (sometimes girl :)) who brought it; and I've
never had to pay anything but VAT (if at all). The S&H charges are practically
same as for the usual airmail for a reasonably big order (about 3kG +).
