On RedHat systems (or rather, pam-based systems) you can remove
the line in /etc/pam.d/login that 'requires' the securetty file from
/etc.
So you can just remove the line that goes something like:
auth required /lib/secure/pam_securetty (IIRC) from that file.
Another way is to add the telnet devs to /etc/securetty (ttyp1, ttyp2
etc.
and in RedHat 6.0 with pts support /dev/pts/1, /dev/pts/2 blah).
However, note that allowing root to telnet into a machine is
_extremely_ dumb, and anyone doing so on a public network (like
the internet) should be shot and hung out to dry.
The 'su' command is not just a pretty collection of code lines,
it's there for a reason.
