The zoneinfo source file (which Ephraim calls 'zicfile') can be
found in the same directory.
I'd like to add that the Debian information is way outdated. On
RedHat, you need the -s flag to zic to compile the timezone file,
which is an incompatibility with other versions of zic. It's
possible that you'll need the -s flag on other version of Linux
as well.
