I've never heard of a single ISP doing this. But, in fact, if you use,
say, Netvision and take Actcom's DNSes, you just are sending your DNS
packets to travel too far every time. So it's indeed better to have
closest DNS server as yours.

The simplest way is to have 2 DNS configuration files - resolv.conf.ppp0
and resolv.conf.ppp1 and insert the link to one of them as
/etc/resolv.conf in the /etc/ppp/ip-up.local script. You can read about
this script and the parameters it gets in the pppd man page.

What exactly happens when you do /sbin/ifup ppp0 as user?
