1) I would try to follow the PPP-HOWTO. It will help RH users since this is 
what the writer used to have
2) I believe that in regular desk top configuration, localhost nameserver 
127.0.0.1 has not have to be in resolv.conf.

[21:24:29 /tmp]$ cat /etc/resolv.conf 
domain israsrv.net.il
nameserver 192.115.0.100
nameserver 192.115.3.100
[21:24:40 /tmp]$ 

Ofcourse I am getting the "wrong" answer when I trying to nslookup localhost 
but it does not seems to break anything:

[21:24:40 /tmp]$ nslookup 127.0.0.1
Server:  ns1.israsrv.net.il
Address:  192.115.0.100

Name:    localhost.israsrv.co.il
Address:  127.0.0.1

[21:28:41 /tmp]$ nslookup localhost
Server:  ns1.israsrv.net.il
Address:  192.115.0.100

Name:    localhost.israsrv.net.il
Address:  127.0.0.1

[21:29:40 /tmp]$ grep localhost /etc/hosts
127.0.0.1       localhost loopback
::1     ip6-localhost ip6-loopback
[21:30:07 /tmp]$
