No. Unless, of course, you have a faulty modem or drivers, in which case
you will "solve" the problem by moving to ISDN. This is not a bad thing by
itself and should be considered if your diagnosis shows that your modem
(hardware) is faulty.
Packet loss is bad. Period. You need to find the cause for the packet
loss and fix it (if you can) or ask it to be fixed. This can be a
saturated link or a faulty hardware between yoy and your destination.
Telnet will not benefit from ISDN in the general case. Other
applications (FTP, Web) will observe better performace.
A very good tool for debugging such situations is mtr. Here is a sample
output.
