FTP access for users ?



Hi all . 
This will probably merit another security related attack on me, but here's
my question anyway -
I have anonymous FTP access to my machine, to /home/ftp . when loged on ,
users cannot see all the directory tree, but only what's beneath
/home/ftp, as if /home/ftp is the root directory.
I want to give FTP access to my users, so they can log into their home
directories (which are at /var/users/ ) and put some files there. but when
I do that, users get loged into their home directory, but they can see the
entire root structure and can navigate through it and look at "open to
all" files. they can't change anything, but they can read most of the
files of other users (since the default premmision there is 655 to allow
the home directory to function as personal web space).  
how can I confine users to their own directory structure in the same way
as an anonymous FTP user ?
