Sounds like they don't have modems on the line you are calling to.
I'd:

1. Re-check with your ISP about the numbers and whether they are
   currently active.
2. Try to call it with a regular phone and listen.
3. Add a command (don't remember which, haven't used a modem for ages :)
   to turn the loudspeaker on at least until a carrier is established.
4. Try Bezeknet just to see that things still work in general.

What else can I suggest?
