I use older versions of both Samba (1.something) and Windows (95),
so I am not sure the following will solve your problem too, but for
me it worked: Just add the following line to your smb.conf:

valid chars = 224 225 226 227 228 229 230 231 232 233 234 235 236 237
238 239 240 241 242 243 244 245 246 247 248 249 250 253 254

(of course under the appropriate [title]).

P.S. Microsoft does not use 862, but ISO-8859-8 (in most places) and
Unicode (in other places).
