I do not think it's only a government policy issue. Many americans who
have moved to Israel and among those some that worked with me told me
this. It's about education, the way the average Israeli looks at it.
Of course that lower prices would reduce the incentive to steal software,
but only by a small margin, since I believe it is rooted in our society,
the fact we're smarter, better, and "anahnu netahmen et kulam".
For example, shareware software. The prices are usually so 50-60nis, after
the try out period. I don't know one Israeli who ever payed for shareware.
And this is outside the scope of your letter, which speaks on low income
people. Moreover, it is noteworthy that those people are not likely to
have a computer, since they don't have money.
I believe we can end this particular discussion, since it's place is not
on Linux-IL.
