Perl is much more powerful (you can write complicated programs in very few
lines) and supposedly mod_perl uses a lot more memory than PHP3. OTOH PHP3
was designed specifically for making web pages, so it has some good features
(you have tranparent access to variables passed thorugh GET/POST/cookies)
and is much simpler to read and understand.
Unless you like perl a lot, and know it very well, I'd use php3.
