There are various options, non of them is *good* (as
someone already said).
1. Pathetic writer can read .doc, and write html, ps, rtf, text.
I tried it on a hebrew doc. Of course it didn't show hebrew, but
the saved files were hebrew, in some sence. I could not see the
PS as hebrew (didn't try much), but the HTML showed as logical
hebrew under lynx (I guess the netscape experts can tell us how
to see hebrew - and I know it was discussed alot here in the past).

2. catdoc reads .doc and outputs text only. Sometimes this is the
fastest option, if you don't need the formatting...

3. word2x reads .doc and writes latex and text (maybe others too,
I have quite an old version). Didn't work for me on a sample file,
but try a new version.
Also, in it's README he points to a page of converters, didn't look
at it, at <http://www.kfa-juelich.de/isr/1/texconv.html>
