Why you need this? The only difference between "international" and "usual"
card I know is "Valid only in Israel" written on it. I strongly suspect
that it's for dragging money from people that want "international" ones.
I've bought a number of goods from various sources with my usual Visa,
including RH5.1, with no problem ever.

And then, if you order by numbers, you might pay by money transfer or
cheque or whatever you like.

Also never had this problem.

Also never paid VAT. I'm private person, though, maybe for companies this
is otherwise.
