it's exactly like RMS puts it. you don't have to "move a program into the
GNU project" in order to use the GPL. the GPL's license itself is GPL,
therefore you can use it for your software too, the same way that Linus
decided on the LGPL for the kernel, although it is not counted as part of
the GNU project.

Artistic license, if I understand it, is public domain with an ethics
honorary twist to it. Larry Wall actually says you can redistrib perl
under either GPL or AL as you wish. RMS however is a raving militant that
will not accept anything less than GPL.
