If those partitions are of smae type (both primary or both logical) and
they share same hdd, then you can use Partition Magic for dos/windows to
grow up a partition. This way is easy, but inelegant.

You can use e2tunefs to decrease amount of root-only space allocated for
usr. this space is not usable for ordinary users, but in case you have
/usr as stand-alone partition and not as just another directory, you are
probably wasting more space than you would like to.

My suggestion is to divide the other partition to three smaller
partitions, in sizes 500 300 and 200. lets say /dev/hda10 is 500 meg,
/dev/hda11 is 300Mb and /dev/hda12 is 200 MB. Make hda12 your home, hda11
/usr/X11R6 and hda12 /home . make your ild /usr partition /usr/local.
Adjust sizes of hda{10,11} to meet you needs, of course.

To move files selectively, reffer to Hard-Disk-Upgrade HOWTO.

After that rerun package managemant software, to be sure nothing is broken
(that what paranoia says:)
