I personally have good experience with the radiusd-cistron on Debian
(with the addition of PAM support and my own home-made PAM module), it
is based on the old Livingston radius daemon (like most other C radius
daemons, so it seems).
But now I'm planning on moving to something else - write my own daemon
based on a Python RADIUS module. There is also a good Perl RADIUS
module which I planned to move to before I got hooked on Python.
