Maybe we can agree that questions about specific popular tools
(emacs among them) will be considered on-topic (or off-topic,
if the purists prevail) on this list? While there are places
to look for answers (comp.emacs, comp.emacs.xemacs in this case),
I, for one, would allow *reasonable* (i.e. not newbie) questions
like this one.
I cannot guarantee that I will be able to solve the problem, and
I am using xemacs 20.3, but let's try to find out more...

At first glance, it looks like xemacs does not recognize your file as
an html one. More specifically, when you invoke find-file the function
normal-mode is called, and that is where the error message comes
from. The error itself though is probably signaled from somewhere under
find-file.
I suggest you check the following:
1) you have psgml installed somewhere in your load-path, i.e.
the output of "C-h v load-path RET" should contain sth like
"/usr/lib/xemacs-21.1/lisp/psgml/"
2) check that your auto-mode-alist includes the right stanza for
html-mode, i.e. "C-h v auto-mode-alist RET", search for html, and
it should be sth like
("\\.s?html?\\'" . html-mode)
If you don't find either of these two components, and you don't know
how to add them, let me know.
If both are there, then in your xemacs pull down the "Emacs-Lisp" menu
and tick the "Debug on error" box. After that repeat the sequence that
leads to the error, and send me (post to the list at your discretion)
the exact sequence and the full debugging output, and maybe - just maybe,
see the disclaimer above - we'll be able to figure out what's going
on.
