  The problem is probably due to wrong "setserial" configuration. I suggest
you do the following:

  1. Make sure /dev/modem is a symlink to /dev/ttyS3
  2. Read the Modem Howto /usr/doc/HOWTO/Modem-HOWTO - It's a great source
     of info.
  3. If you still have problems with setserial, I've found out you should 
     sometimes change serial settings of OTHER ports to illegal (or perhaps,
     correct values) before you can setup the port you wanted.

  Anyway, I recommend the Modem-HOWTO... It's too long a process to describe
it here.... Good Luck!
