On plain XFree xterm you have flag:

       -ut     This option indicates that xterm shouldn't write a
               record into the the system log file /etc/utmp.

       +ut     This option indicates that xterm  should  write  a
               record into the system log file /etc/utmp.

In general terminal program decides weither to put itself in utmp.
