I don't know specifically about your distribution, but in Debian
there's the /etc/emacs/site-start.d/ directory where the sysadmin can
put .el files that will be run by any emacs on startup. Maybe there's
a similar thing in Red Hat?
The fvwmrc business is similar -- there's a location for the
system-wide global default fvwmrc, I think it's /etc/X11/fvwm/fvwmrc
or something like that. That's where you should put your file.
As a rule, you should never put configuration files in users' home
directories, there are always global files you can replace instead,
and you gain the added benefit of allowing people to override that
file after all if they so prefer.
