some linux question

Hi I'm a student and not a system administrator like most of you, so I guess
my questions may sound a little silly for some of you.
I have redhat 5.2 installed on my pc.
1. I have several internet accounts on some ISP's.
In the nameservers I put the DNS of the first ISP, but when I connect to
the other ISP it will deny me the use of the DNS.
Is there a way to separate the DNS's for each ISP? (like I have ppp0 and
ppp1)
2. In order to start the connection I must type as root ifup ppp0.
I want to open the connection without using the root account.
I tried in Xwindows under Networking->interfaces->ppp0>edit->allow any
user to (de)activate interface, but that doesn't seem to do the trick. Why?
How can I do it?
3. I have local printer configured.
Again I can only print using my root account, and I want to give other
users this privilege.
   How can I do it?
4. Is there a way to force printing now, without waiting for the printer
buffer to fill?

Looking forward for your answers
