Actually, when I got my local Visa, I explicitly asked in the bank. The
clerk was quite clear when she told me I can pay for services out of
Israel using this card, as long as I don't use the card physically. This is
known as a 'missing document deal' in the Israeli law. Also note that every
'missing document deal' is 100% insured by the credit card company, with no
limitations. Rather cute how they keep these secrets from us customers.
Some time ago I e-mailed Amazon regarding this, and was told that they are
not aware of any limitation a credit card company can place on customers'
purchases. They further told me that they encourage me to try and pay using
the credit card - worst case, they said, is that I wouldn't be billed and
wouldn't get the goods. Eventually I didn't buy anything, but this seems
like a fairly good advice.
